UNOPS Brazil is responsible for developing and delivering cost-efficient services that contribute to partners’ sustainable results as well as the achievement of office management results. UNOPS Brazil acts as an integral part of the regional management structure for Latin America and the Caribbean and reports to the Director of the operational Hub, who provides support and guidance.

The objective of this publication is to hire a Senior Specialist 1 – Infrastructure Project Management, in reference to the post of Senior Associate in Architecture/Engineering for the International Technical Cooperation Agreement between UNOPS and the Municipal Secretariat for Urban Policy of Belo Horizonte for the “Sustainable Urbanization of the Izidora Region in Belo Horizonte”.

The objective of the project is to coordinate urbanization work for the Izidora region in a sustainable way with replicability in other settlements with socio-environmental fragility, including issues related to housing, urbanization infrastructure, environment, sanitation and public spaces.
Eventually, candidates who qualify in this process, but are not hired for the projects mentioned above, may be considered for similar positions in future UNOPS projects related to infrastructure.

O/A Senior Specialist 1 – Infrastructure Project Management is responsible for the day-to-day running of the project and provides services to the different donors, partners and beneficiaries. He/she must meet and exceed the organization’s performance and delivery goals and deliver the products defined in the Project. It is required that, after signing the contract, the work is carried out in person in Belo Horizonte during business hours.

 Functional Responsibilities

  • Functional responsibilities


O/A Senior Specialist 1 – Infrastructure Project Management will be responsible for technically coordinating urbanization, infrastructure and building projects (housing and equipment) in progress, as necessary. Must provide technical expertise and work under the direct supervision of the Project Manager. Your main responsibilities will be:

  1. Project implementation 
    1. Preparation and maintenance of project files, including internal and external project reports.
    2. Manage information flows and supervise exchange controls, risk registers and request management by establishing document control procedures.
    3. Manage the delivery of signed work packages and/or cross-cutting project areas and take responsibility for their progress. 
    4. Coordination and liaison with the Project Manager on implementation progress.  
    5. Advise the Project Manager of any deviation from planning, and update plans.
    6. Work with the Project Manager to identify and manage risks.
    7. Participate in personnel selection processes and regular team and coordination meetings.
  2. Financial and procurement management
    1. Monitor the project budget and financial expenditures and all administrative procedures in line with the work plan.  
    2. Support the Project Manager by monitoring budgets, cash flow and reporting on expense obligations to ensure delivery of products or project commitments.  
    3. Alert the Project Manager about any financial deficit and excess expenses.
    4. Propose budget review and initiate corrective actions when necessary.
    5. Coordinate provider communications, meetings and briefings as necessary.


  1. Project monitoring and reporting 
    1. Assist the Project Manager in preparing project reports and documents.  
    2. Ensure quality in project records and other supporting documents.
    3. Manage the recompilation, consolidation and analysis of relevant project data.  
    4. Support the Project Manager in preparing project completion reports and ensuring compliance with contractual obligations.


  1. Coordination, liaison and management of stakeholders  
    1. Support the coordination and management of internal and external communications (with the associate, other interested parties). 
    2. Participate in meetings with the associate, other project stakeholders, UN agencies, NGOs and other interested parties, as necessary.


  1. Knowledge management and innovation 
    1. Support the compilation of lessons learned according to the defined report format. 
    2. Ensure that local capacities are created at all levels and opportunities for project support. 
    3. Contribute to the dissemination and exchange of best practices and lessons learned for planning and knowledge creation. 
    4. Contribute expertise in tools and techniques.

The following products must be delivered by the contractor and verified by the Project team regarding their technical suitability:


  • Progress reports on activities carried out;
  • Reports on the development of methodology for monitoring project preparation and respective training workshops on the topic.

 Education/Experience/Language requirements

The. Training

  • A Bachelor’s degree in Architecture is required. 
  • Registration with the profession’s class council is required, in addition to academic training.
  • Master’s degree (academic, professional or specialization) in Architecture, Urban Planning or another relevant area will be considered an advantage, and may replace some years of experience required

B. Experience

  • At least 4 years of experience supporting the development and management of Urbanization projects with a focus on monitoring, reporting, development and coordination.
  • Within the years of experience required, at least 2 years of experience supporting the development and management of projects in the area of ​​social interest is desirable, with a focus on monitoring, reporting, development and coordination;
  • Development of a large-scale Urban Project and/or land subdivision projects (portfolio required);
  • Experience with sustainable projects or green technologies and nature-based solutions is desirable;
  • Planning, project and/or work in precarious settlement (required)
  • Desirable development of projects for buildings for collective use and/or housing complex;
  • Experience in public administration, in bodies related to housing policy (desirable)
  • Knowledge of Environmental Licensing for Installments (desirable)

  • Oral and written fluency in Portuguese is required.
  • Intermediate level in Spanish or English is required.
