Job description

Overview of position
  • Our client is undertaking a project that aims at increasing access to primary & secondary health services facilities (general hospitals, local health centers & therapeutic feeding centers) in Yemen, through restoring the physical infrastructure of health facilities (rehabilitation, maintenance works & minor repairs) in targeted areas.
  • They will be responsible for the design & rehabilitation works of the health facilities, ensuring highest standards in design & rehabilitation works & respect of “state of the art” requirements for safety, sustainability, security & disability access. In addition, our client will be responsible to provide the targeted facilities with priority medical equipment & supplies, as well as strengthening capacities through conducting trainings & awareness raising activities.
Role objectives Under the direct supervision of the Project Manager, the Biomedical Engineer will perform tasks that are relevant to part or all of the following list of duties & responsibilities ensuring their effectiveness, transparency & integrity:

  • Liaise with the project team in preparing assessment & technical studies for developing, rehabilitating & equipping health care facilities in accordance with the pertinent international standards & codes.
  • Assist the project team & the procurement team in the preparation of schedules of requirements, operational & functional guarantees, installation, spare parts, warranty requirements, evaluation criteria & documents to be submitted by the bidders & evaluation of proposals received.review submittals of the relevant technical material & shop drawings submitted by suppliers, consultants & contractors.
  • Assist in the supervision of delivery, testing, commissioning & handing over of goods & works to the beneficiary & training activities by the suppliers / contractors.

Technical tasks:

  • Participate in conducting site visits & surveys to the assigned health facilities & hospitals, to perform detailed medical needs assessments (provision of equipment, systems & supplies, departments & sections planning & classifications, etc.).
  • Supporting in preparing specifications for the medical equipment, systems & supplies meeting the needs & requirements of the beneficiary.
  • Perform preliminary examination & inspection of defective medical equipment & devices & identify maintenance / or replacement requirements.
  • Prepare schedules, specifications & bills of quantities pertaining to medical equipment, devices, systems, tools, supplies, furniture, spare parts, etc. needed for existing or new hospitals / health care facilities.
  • Assist in the preparation of medical planning drawings / layouts & review the same if prepared by others (suppliers, consultants, contractors, etc.).
  • Prepare accurate cost estimates of medical equipment, devices, systems, tools, supplies, furniture, etc.
  • Supervise & follow up the services, activities & works of the consultants, suppliers & contractors, including submittals & drawings / layouts review, site inspections, installations, testing & commissioning, ensuring timely delivery & compliance with the set specifications & requirements.

Administrative tasks:

  • Assist in planning & scheduling pertaining to medical consultancy services, supply of goods & works.
  • Assist in documenting pertinent work activities (keeping files, taking photos, notes, measurement sheets, etc.).

Monitoring & progress controls:

  • Assist in the preparation of monthly progress reports based on the established schedules & plans, encountered problems, solutions, activities planning, etc.
  • Assist in maintaining accurate documentation as identified in responsibilities above.
Project reporting This role works under the direct supervision of the Project Manager.
Key competencies
  • University degree in medical devices engineering or related field with 2 years of working experience in project assessment & / or in design in health facility projects is required.
  • A previous experience in the rehabilitation & construction of hospitals is an asset.
