Local Context
Since 1997, UNOPS began its operations in Guatemala in order to support the efforts prior to the signing of the peace agreement and later, following that initiative, it provided support to the Commission for Historical Clarification. Likewise, it has participated in the promotion of the local economy, through the implementation of productive projects; and since 2000, it has focused on providing assistance to the Government of Guatemala, offering advisory services, project implementation and transactional services.

Project Context
In order to support the government of Guatemala in the implementation of initiatives related to horizontal and vertical infrastructure, medicines/health equipment and institutional strengthening, over a period of 4 years, UNOPS will provide support in the implementation, execution and management of projects for the public sector and of a social nature committed to the promotion of Fair and Equitable Public Management (GPJE) to ensure the effective and efficient use of public resources.


Under the supervision of the HR Senior Officer, together with the general Human Resources team and with those who act as hiring managers in the recruitment processes, the HR Senior Assistant (Talent Outreach), will work as a priority on Provide continuous support in the identification of specific talents for the various recruitment requirements in all types of specialties and areas of knowledge, both in the programs, projects and support areas of the Office, with the aim of increasing the performance of the Office. hiring in matters of technical, professional and substantial compliance, aligning recruitment with the inclusion and diversity objectives of UNOPS, promoting the increase within our workforce of people belonging to indigenous peoples, youth and people with disabilities.

Specific tasks are described below:

  • Promote and initiate vacancy dissemination activities, to improve the quality of applications and their diversity. 
  • Contribute to the search for diverse talent in the short and medium term for all required positions and especially for senior and difficult-to-fill positions.
  • Support those in charge of the recruitment process and human resources focal points, in defining the profiles required for each position, establishing the Talent Outreach Plan for each competitive process.
  • Support and contribute to the creation of an employer brand strategy to position UNOPS Guatemala as an international and inclusive employer of choice, particularly among underrepresented groups.
  • Assist the HR team in developing recruiting initiatives to create attraction among specific talent audiences in specific job categories (e.g. leadership, civil engineering, project management, ICT) or even specific underrepresented groups (women, youth, indigenous peoples, disabled population).
  • Assist in the initial review process of applicants (Long List), to guide them to apply in the appropriate competitive process according to their education and experience.
  • Assist the human resources team in the design, implementation and management of a recruitment assistance and/or support program with all staff (talent recruitment ambassador program).
  • Support the Human Resources Officer in the development and implementation of training for staff, particularly for leadership/supervisors, on the use of social media, the relevance of an effective outreach and talent search process, interaction with networks relevant digital and physical entities such as organizations, associations, educational entities, national associations in the country context, to attract diverse talent that meets the technical requirements and required experience.
  • Contribute to establishing a strategy for disseminating vacancies in job fairs and participation in various educational spaces and other appropriate channels.

 Education/Experience/Language requirements

A. Education

  • Completion of secondary studies is required. 
  • University studies at the Bachelor Degree level, preferably in areas of
    communication, social or human sciences or related careers, will be valued and may replace years of experience. 

B. Required work experience: 

  • Minimum 5 years of relevant experience (or less depending on the academic qualifications provided) in talent acquisition processes with emphasis on employer brand development and/or talent attraction. 
  • Demonstrate knowledge and verifiable management of social networks and web pages.

Will be highly valued:

  • Experience in employer brand initiatives and/or talent attraction that include diversity and inclusion (native peoples, gender, disabilities, etc.) 
  • Experience working with international organizations, multilateral banking, international cooperation or agencies of the United Nations System in Latin American and Caribbean countries 

C. Languages:

  • Fluency in Spanish is required.
  • Intermediate command of English will be considered an advantage.
