Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration, and it works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

 

 

Conflicts, armed violence, disasters, epidemics, pandemics, and other crises in the Region force people to leave their homes and communities, sometimes for years or even decades and trap them in displacement and detention in Libya. It negatively affects the physical and psychosocial well-being of hosting communities and migrants alike. The situation for migrants and refugees is of concern due to their lack of access to service in Libya. Migrants experience abnormal stressors though their migratory journey, including perilous travel, exploitation, arbitrary detention, trafficking and smuggling, rape, violence and abuse, rejection and social isolation, lack of community and family support, and insecure living conditions. Individuals can acquire apart from severe physical problems, mental health issues such as depression or psychosis.

 

 

 

Frontline caseworkers and personnel working with vulnerable and traumatized population are most exposed to burnout and vicarious trauma providing daily assistance to the beneficiaries and migrants. Having access to timely and professional clinical supervision for themselves is of optimum importance. Group supervision has a distinct function and is separate from line management supervision or support. The focus of this supervision is to help staff maintain their wellbeing; professional boundaries, manage the impact of the work, develop in their role as caseworkers and ensure professional development.

 

 

 

 

 

Clinical psychologist will be working under the direct supervision of the Protection Coordinator and in close coordination with VHR and MHPSS Officers and under the overall supervision of the IOM Libya Chief of Mission.

 

 

Role objectives –          Assess the existing problems and tension that IOM personnel working with vulnerable migrants and host communities have and propose a mitigation agenda.

 

 

–          Conduct the sessions, using a recognized and reliable framework for clinical supervision (online and/or physical).

 

 

–          Explain to participants the purpose of the clinical supervision, the process, and benefits, and the therapeutic modalities being used.

 

 

–          Demonstrate respect for supervisees and IOM beneficiaries, enabling each member of a supervision group to participate fully in sessions.

 

 

–          Motivate the staff to explore and clarify their thinking by reflective practice and/or critical analysis within a framework of group peer supervision.

 

 

–          Keep appropriate brief records of significant issues addressed, actions agreed and outcomes.

 

 

–          Agree with the PX Coordinator about the frequency and duration of sessions, record keeping and how any actions or issues arising from supervision will be addressed. Possible disclosure of concerns/ trends should be after taking a consent from the group, without disclosing any personal identification data providing the groups’ consent for data sharing.

 

 

–          Notify PX Coordinator in the event of any potential conflict of interest, or safeguarding concern.

 

 

–          Provide clinical supervision to frontline caseworkers and other IOM personnel working with vulnerable migrants and host communities to help reflect on all dimensions of their interactions with beneficiaries and through that process develop their resilience as caseworkers.

 

 

–          provide a safe and confidential environment for staff to reflect on and discuss their work and their personal and professional responses to their work. The focus is on supporting staff in their personal and professional development and in reflecting on their practice. This is particularly relevant for the personnel working directly with traumatized individuals, to identify and mitigate the potential risks of burn out syndrome and vicarious trauma.

 

 

–          Provide monthly report on psychological state of the team and recommended interventions/activities.

 

 

 

–          Perform other duties as may be assigned.
