ABOUT WFP DJIBOUTI

WFP’s strategy in Djibouti is aligned with Djibouti Vision 2035 and takes into account the regional strategies of the African Union, in particular Agenda 2063 and the Malabo Declaration on Accelerated Agricultural Growth, and the subregional strategies of the IGAD. It is also aligned with the UNDAF for 2018-2022 and builds on the relevant recommendations of the Zero Hunger strategic review. The fight against poverty is a major way to combat food insecurity in Djibouti. Agricultural potential is limited, but the agriculture, livestock and fisheries sectors offer opportunities for direct assistance to rural households exposed to food insecurity and malnutrition.

The two pillars of WFP’s strategy are:

• Provide fair employment for women and men in the most vulnerable households; 

• Use safety nets to ensure access to assistance that meets basic needs, including for food security.

CONTEXT AND OBJECTIVE OF THE MISSION

Implement well-defined standard logistics and supply chain processes and activities to enable efficient delivery of goods and services for all delivery modalities.

RESPONSIBILITIES/RESPONSIBILITIES (indicative and non-exhaustive list)

1. Work on data entries into WFP corporate systems, ensuring they are accurate and that liabilities and assets are accounted for at all times.
2. Serve as the focal point for data entry into WFP systems and ensure timely communication of transition concerns.
3. Execute transactions and ensure they are carried out in accordance with standard operating processes and organizational guidelines.
4. Serve as focal point for offices and prepare system entries for physical inventories, including verification and reconciliation in the system before the closing deadline.
5. In close liaison with the CO program, serve as the focal point for quarterly and annual reconciliations between LESS and COMET. 
6. Contribute to the development of the annual country report and any other required reporting cycles.
7. Be responsible for monitoring commodity accounting activities in specific zonal offices and ensure that inventory data is accurate.
8. Prepare and disseminate inventory sales (internal) and support transactions. Perform accurate and timely data entries into the WFP business system to ensure business continuity.
9. Follow up on confirmation of waybills and inclusion of data in WFP systems.
10. Assist in the management of users and storage locations in WFP inventory systems.
11. Liaise with the Transport Planning Team for timely issuance of transport documents such as STO/LTI to transporters for transfers when required.
12. Gather data and contribute to the preparation of accurate and timely reports on logistics activities, to contribute to the consistency of information relating to food distributions and inventory records.
13. Provide regular support to all logistics units to ensure data is kept up to date in the LESS system.
14. Monitor data quality and take corrective action to rectify incorrectly entered data and ensure that downtime is kept to a minimum.
15. Provide data analysis and reporting on inventory movements and follow up in case of misalignment.

MINIMUM STANDARD QUALIFICATIONS

Education:     High school diploma. A post-secondary certificate in the related functional area is desirable.

Experience: 

  • Experience using enterprise systems to monitor current shipments, pipeline information, insurance claims, and food inventory.
  • Experience in data analysis (on commodities, funds, etc.) and report writing.
  • Experience measuring service provider performance against defined key performance indicators.
  • Experience assisting in the preparation of contract documents.
  • Experience providing technical support to businesses in the area of ​​enterprise systems.

 

Translation:     Proficiency in oral and written communication in the UN language used in the duty station and in the language of the duty station, if different.

DESIRED EXPERIENCES FOR ENTRY INTO THE FUNCTION

• Facilitated communication with technical teams (nutrition, vulnerability analysis and mapping, etc.).
• Contributed to the implementation of programs.
• Observed or facilitated discussions on action to be taken.
