ABOUT WFP DJIBOUTI
WFP’s strategy in Djibouti is aligned with Djibouti Vision 2035 and takes into account the regional strategies of the African Union, in particular Agenda 2063 and the Malabo Declaration on Accelerated Agricultural Growth, and the subregional strategies of the IGAD. It is also aligned with the UNDAF for 2018-2022 and builds on the relevant recommendations of the Zero Hunger strategic review. The fight against poverty is a major way to combat food insecurity in Djibouti. Agricultural potential is limited, but the agriculture, livestock and fisheries sectors offer opportunities for direct assistance to rural households exposed to food insecurity and malnutrition.
The two pillars of WFP’s strategy are:
• Provide fair employment for women and men in the most vulnerable households;
• Use safety nets to ensure access to assistance that meets basic needs, including for food security.
CONTEXT AND PURPOSE OF THE MISSION
Manage a full range of warehouse activities, including protection of goods and supplies and ensuring a well-organized warehousing and storage service in accordance with WFP warehouse guidelines.
ACCOUNTABILITY AND RESPONSIBILITIES
1. Manage the various warehouse activities at HLB including dry warehouse, temperature controlled warehouse, bulk cargo handling and storage at Silo (with technical support from Silo engineers) and containerized cargoes in the yard.
2. Review bagged and bulk cargo storage processes and ensure strict compliance with WFP institutional guidelines
3. Provide mentoring and refresher training to WFP warehouses and silo staff
4. Contribute to the implementation setting up and managing the Container Freight Station (CFS).
5. Support capacity building of WFP staff and partners by acting as focal point for warehouse/silo trainings organized at HLB
6. Ensure smooth handling and delivery of WFP food commodities in transit and imported
7 .Support the WFP country office and review in-country storage arrangements, provide guidance and training on warehouse management to cooperating partners, as required.
8. Contribute to the development of logistics plans and processes ensuring compliance with broader logistics policies and WFP standards
9. Collect and analyze data through research and networking with colleagues to recommend actions to executives to improve the performance of storage and silo operations.
10. Contribute to the consolidation and preparation of operational planning of the supply chain,
11. Ensure compliance of cargo handling and storage operations in WFP storage facilities
12. Guide and supervise staff of warehouses, acting as a reference point and supporting them with more complex analyzes and queries.
13. Oversee and ensure the collection of data and preparation of accurate and timely reports, including key performance indicators (KPIs), in support of a WFP-wide vision of logistics activities that enables informed decision-making and the consistency of information presented to stakeholders.
14. Review internal processes and procedures and find ways to increase daily efficiency.
15. Act within an assigned emergency response capacity, as necessary, to meet emergency food assistance needs.
16. Other tasks as needed.

MINIMUM STANDARD QUALIFICATIONS
Education: Master’s degree in transportation economics, supply chain, logistics, engineering, business management or a related discipline, or first-year university degree supported by additional years of experience professional and/or training/courses in the related field.
Experience:
Experience coordinating the execution of service provider contracts.
Experience in organizing supplier deliveries and unloading from WFP vessels (rail, air or sea).
Experience in bid evaluation and proposal writing.
Experience in writing reports.
Language knowledge : Proficiency (level C) in the English language and the language of the place of assignment, if different.
