ABOUT WFP DJIBOUTI

WFP’s strategy in Djibouti is aligned with Djibouti Vision 2035 and takes into account the regional strategies of the African Union, in particular Agenda 2063 and the Malabo Declaration on Accelerated Agricultural Growth, and the subregional strategies of the IGAD. It is also aligned with the UNDAF for 2018-2022 and builds on the relevant recommendations of the Zero Hunger strategic review. The fight against poverty is a major way to combat food insecurity in Djibouti. Agricultural potential is limited, but the agriculture, livestock and fisheries sectors offer opportunities for direct assistance to rural households exposed to food insecurity and malnutrition.

The two pillars of WFP’s strategy are:

• Provide fair employment for women and men in the most vulnerable households; 

• Use safety nets to ensure access to assistance that meets basic needs, including for food security.

ORGANIZATIONAL CONTEXT

The position to be filled is based in Tadjourah and reports directly to the head of the sub-office. The post holder will be responsible for the proper implementation of various specialized food and nutrition assistance procedures and activities requiring proper interpretation and implementation to some extent of WFP guidance and standard practices. He/she must be able to work under minimal supervision, carry out simple analyzes and prepare reports, in order to ensure the consistency of information and the proper execution of WFP programs and projects.

POSITION OBJECTIVE

The incumbent of the position will be responsible for ensuring the implementation of specialized and/or standardized processes and activities linked to WFP policies and programs to contribute to the effective delivery of food assistance to vulnerable populations. The incumbent of the position will assist the head of the sub-office and will assume the interim role of the office in the absence of the head of the sub-office.

MAIN DUTIES AND RESPONSIBILITIES (indicative and non-exhaustive list)

1. Implement specialized or standardized procedures and activities in the technical area to ensure that they fit within broader program policies and guidelines. 
2. Collect data, within its area of ​​expertise, and provide support both in the analysis of this data and in the preparation of reports (e.g. food assistance needs, resource use, program progress, performance), to support operational decision-making.

3. Perform timely and accurate recording of data in a specific technical area (e.g. food security, nutrition and vulnerability assessments) in accordance with organizational standards and guidelines.

4. Work and exchange information with staff to support effective collaboration, implementation and monitoring of ongoing project activities.

5. Ensure daily monitoring of the implementation of activities with relevant stakeholders. Support communication and activities with local partners, UN agencies, NGOs and government institutions.

6. Act as point of contact for resolution of general operational matters requiring assistance, as required.

7. Follow standard emergency preparedness practices to ensure that WFP is able to respond quickly and deploy necessary resources to affected areas at the onset of a crisis.

8. Assist in building the capacity of WFP staff, cooperating partners and national governments in the technical area under consideration. 
9. Ensure the smooth running of sub-office operations in the absence of the Sub-office Head. Supervise or review the work of other support staff and provide practical advice and guidance, to help achieve objectives to agreed standards and deadlines.

10. Perform other related tasks as required.

MINIMUM STANDARD QUALIFICATIONS

Education: High school diploma
Experience: At least 5 years of experience, including 2 in the relevant field, is desirable.
Knowledge 
and Skills Knowledge of standard office software, such as Microsoft Word and Excel.
Ability to provide information courteously and tactfully. Great attention to detail.
Languages ​​Mastery of oral and written French. Good knowledge of English would be an asset. Knowledge of the local language is required.

DESIRED EXPERIENCES FOR ENTRY INTO THE FUNCTION

• Facilitated communication with technical teams (nutrition, vulnerability analysis and mapping, etc.).
• Contributed to the implementation of programs.
• Observed or facilitated discussions on action to be taken.
