ABOUT WFP DJIBOUTI
WFP’s strategy in Djibouti is aligned with Djibouti Vision 2035 and takes into account the regional strategies of the African Union, in particular Agenda 2063 and the Malabo Declaration on Accelerated Agricultural Growth, and the subregional strategies of the IGAD. It is also aligned with the UNDAF for 2018-2022 and builds on the relevant recommendations of the Zero Hunger strategic review. The fight against poverty is a major way to combat food insecurity in Djibouti. Agricultural potential is limited, but the agriculture, livestock and fisheries sectors offer opportunities for direct assistance to rural households exposed to food insecurity and malnutrition.
The two pillars of WFP’s strategy are:
• Provide fair employment for women and men in the most vulnerable households;
• Use safety nets to ensure access to assistance that meets basic needs, including for food security.
ORGANIZATIONAL CONTEXT
The incumbent of the position must be able to work with a minimum of supervision. The incumbent is expected to produce technical work and structured and precise reports. He/she will be responsible for providing guidance on current practices to other staff members and partners working in his/her field of activity (monitoring & evaluation). The incumbent will work under the joint supervision of the Head of Sub-Office and the Head of the RAM Unit.
POSITION OBJECTIVE
Ensure monitoring activities in the intervention area considered, produce and transmit reports to help carry out assistance programs effectively.
MAIN DUTIES AND RESPONSIBILITIES (indicative and non-exhaustive list)
Monitoring
1. Check the planned movements and distributions of food or non-food items and communicate the problems or deviations observed to the line manager, in order to find a diligent solution and ensure that the quantity distributed and the operations distribution complies with WFP standards.
2. Manage monitoring plan information files and documents, such as commodity movement records and program checklists, to assist in the delivery and distribution of food and non-food items. efficient manner.
3. Consolidate assistance program data in accordance with clear guidance to facilitate program review and informed decision-making.
4. Liaise with cooperating partners and WFP staff to obtain information and observations that can be used to facilitate program reviews and improve services.
5. Receive and consolidate observations and information transmitted by cooperating partners and beneficiaries, in order to detect potential problems and promote efficient operations.
6. Provide cooperating partners with guidance on operational practices as well as monitoring tools and methods applied by WFP to help them carry out self-monitoring tasks and contribute to making WFP visible in intervention areas.
7. Prepare mission reports to describe program implementation.
8. Apply the processes and procedures that have been defined for the provision of emergency food assistance.

9. Report all questions from beneficiaries who use the different complaint management channels, treating each beneficiary with respect and politeness, respecting the principle of confidentiality and taking into account the sensitivity of people.
10. Guarantee the confidentiality and security of all complaints received.
11. Ensure that all comments and complaints received are filed, recorded in the database and diligently addressed through the appropriate channels until each issue is resolved and each case is closed.
12. Send internal and accurate reports to the relevant responsible person. Reports will be submitted weekly or daily depending on the urgency of the complaint and will be accompanied by monthly recommendations, if necessary.
13. Support the communications team in disseminating appropriate communications materials that encourage the use of feedback mechanisms or transparency.
14. Perform other related tasks as needed and/or requested by the supervisor

MINIMUM STANDARD QUALIFICATIONS
Education: Secondary school diploma. A higher education degree would be an asset.
Experience: At least 4 years of experience, including 2 in the relevant field, is desirable.
Linguistic knowledge: Mastery of oral and written French. Good knowledge of local languages is required. Good knowledge of English is an asset.
DESIRED EXPERIENCES FOR ENTRY INTO THE FUNCTION
• Excellent communication, coordination and writing skills.
• Experience in analyzing product and outcome data.
• General knowledge of WFP monitoring and evaluation systems and standards.
• Relevant experience in accountability, particularly in complaints management mechanisms.
