ABOUT WFP DJIBOUTI

WFP’s strategy in Djibouti is aligned with Djibouti Vision 2035 and takes into account the regional strategies of the African Union, in particular Agenda 2063 and the Malabo Declaration on Accelerated Agricultural Growth, and the subregional strategies of the IGAD. It is also aligned with the UNDAF for 2018-2022 and builds on the relevant recommendations of the Zero Hunger strategic review. The fight against poverty is a major way to combat food insecurity in Djibouti. Agricultural potential is limited, but the agriculture, livestock and fisheries sectors offer opportunities for direct assistance to rural households exposed to food insecurity and malnutrition.

The two pillars of WFP’s strategy are:

• Provide fair employment for women and men in the most vulnerable households; 

• Use safety nets to ensure access to assistance that meets basic needs, including for food security.

POSITION OBJECTIVE

Placed under the direct supervision of the Unit Manager (RAM), the Program Assistant – RAM, plays a crucial role in the implementation of the strategy and planning of research activities, monitoring and evaluation (RAM) of the Country Office. The incumbent of this position is responsible for analyzing and reviewing Country Office data and RAM reports in collaboration with functional teams. Carry out monitoring activities in a determined coverage area and provide regular reports to support better efficiency in assistance distribution operations.

MAIN DUTIES AND RESPONSIBILITIES (indicative and non-exhaustive list)

1. Provide project management support for specific small and medium-sized programs and projects ensuring a coordinated approach with broader programs in accordance with WFP standards and procedures.
2. Check the planned movements and distributions of food or non-food items in the regions of Djibouti and Arta and communicate the problems or deviations observed to the line manager, in order to find a diligent solution and ensure that the quantity distributed and distribution operations comply with WFP standards.
3. Monitor data collection and monitoring systems, ensuring rigorous quality standards are maintained.
4. Contribute to the preparation of accurate and timely reporting on programs and activities, enabling informed decision-making and consistency of information presented to stakeholders.
5. Liaise with internal counterparts to ensure effective collaboration and follow up on ongoing projects.

MINIMUM STANDARD QUALIFICATIONS

Education: High school diploma.
Experience: At least four years of progressive experience in monitoring, research or evaluations.
Linguistic knowledge Mastery of oral and written French. Good knowledge of the local language is required. Good knowledge of English is an asset.

DESIRED EXPERIENCES FOR ENTRY INTO THE FUNCTION

1. Knowledge of quantitative and qualitative data collection and analysis, as well as the development of data collection tools and reports.
2. Understanding of how to work with databases.
3. Knowledge of program design, implementation and operational challenges in the area of ​​food and nutrition security.
4. Ability to work accurately and in detail.
5. Ability to work in a team and maintain effective partnerships.
