Mission and objectives
UNICEF has the mandate to promote the protection of the rights of children and adolescents; help meet their basic needs and increase the opportunities offered to them to achieve their potential. In carrying out this mandate, UNICEF is guided by the Convention on the Rights of the Child and strives to ensure that these rights become enduring ethical principles and international standards of conduct towards children. Taking into account the inequalities that particularly affect rural populations in the Andean and Amazon regions, as well as people living in peri-urban environments, we have prioritized our presence in two Amazon regions: Ucayali and Loreto; an Andean region: Huancavelica; and two districts in Lima: Carabayllo and San Martín de Porres.

Context
UNICEF Peru’s educational objectives for the 2022-2026 Country Program focus on three main areas. One of them refers to children and adolescents having access to information, mechanisms, skills and tools to participate, exercising their agency and getting involved in the promotion of citizen surveillance for the fulfillment of their rights. UNICEF Peru will support the expansion of inclusive education programs and develop models to support populations excluded from primary and secondary education in priority territories. UNICEF will especially promote the autonomy and empowerment of adolescents in science and technology, strengthening alliances with the private sector. UNICEF will support adolescents with access to information, participation mechanisms, skills and tools, so that they can exercise their agency capacities, consolidating governance systems that include them and strengthening citizen supervision for the fulfillment of their rights at the national level. and subnational, with a specific focus on action on climate change. UNICEF has developed the strategic approach to Adolescent Development and Participation (ADAP), to ensure the rights-based inclusion of adolescents and young people in areas that affect their lives and their communities, including dialogue, decision-making, the development of mechanisms, processes, events, campaigns, actions and programs. For UNICEF, it is essential to ensure the participation and opinion of adolescents in all stages of UNICEF programmatic interventions or public policies and programs, from identification, analysis and design to implementation, monitoring and evaluation. The contribution with the Peruvian State is reflected in the Peru – UNICEF Cooperation Program 2022-2026, which seeks to promote the rights of adolescents, girls and boys, as well as the creation of equitable opportunities so that each of them, without distinction of gender, ethnicity, place of residence, living condition or any other nature, can fully develop its potential.

Task description
Under the supervision of the Education Officer (Adolescent Participation) as the primary supervisor and the Education Specialist as the second supervisor, the UN Volunteer will carry out the following tasks: • Support in the planning and implementation of actions aimed at achieving adolescent participation. and strategies linked to climate change, in the problems identified in the area. • Support in the supervision of activities related to Digital Education, especially with implementing partners in the territories. • Support actions to strengthen the adolescent participation strategy in the territory, including support for meetings and dialogues between adolescents and decision makers, in coordination with territorial allies. • Support advocacy actions developed by adolescents (information collection, preparation of proposals, etc.), accountability and feedback actions, among others. • Strengthen adolescent and youth organizations, promoting their coordination and action. • Provide technical support to regional governments and regional directorates, and other actors to strengthen the empowerment of adolescents in their participation, especially in the development of policies, regulations and others. • Identify and strengthen the articulation between the needs and demands of adolescents, with the offer of education, health, protection and social program services, contributing to the relevance of the programs. • Accompany the validation processes of materials with adolescents, families and communities. • Support in the preparation of reports, as well as in the registration and documentation of media and formats that support systematization. • Other duties as the Education Officer (Adolescent Engagement) and Education Specialist deem appropriate.

Requirements
Required experience
5 years of experience in citizen participation, environmental issues or other relevant programs; Experience in children’s rights is an advantage, as is experience working at the UN or other international development organizations. • Technical knowledge in program design and monitoring • Excellent oral and written skills; excellent writing, formulation and reporting skills • Accuracy and professionalism in document production and editing • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a variety of partners, including members of grassroots communities, faith-based and youth organizations, and authorities at different levels; familiarity with development communications tools and approaches • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national staff • Strong general computer skills, including proficiency in various Microsoft Office applications (Excel, Word, among others), email and the Internet; familiarity with database management; and office technology equipment • Self-motivated, ability to work with minimal supervision; ability to work under tight deadlines • Knowledge of security issues • Affinity or interest in educational policies, volunteering as a mechanism for sustainable development and the UN system

Living conditions and remarks
Lima is located on the central coast of this country, on the shores of the Pacific Ocean, where it forms a continuous urban area that extends over the valleys of the Chillón, Rímac and Lurín rivers, within the provinces of Lima, its headquarters, and the Shut up. The Peruvian capital, with a population of 7,605,742 inhabitants, is home to around a third of the total Peruvian population and reflects the great ethnic and cultural diversity that the country has. It can be said that Lima has a warm climate without excessive tropical heat or extreme cold that requires heating at home. The average annual temperature is 18.5 to 19 °C, with an annual summer maximum of about 29 °C. Lima is connected to the rest of the country through the Pan-American Highway and the Central Highway. The capital is connected to all the cities on the coast through the Pan-American Highway, which runs parallel to the sea. The only bordering country with which Lima is not connected by land is Brazil (a situation that seeks to be overcome with the implementation of the Interoceanic Highway) currently under construction. The most used routes currently are those that lead to the cities of Santiago de Chile and Buenos Aires (Argentina). Due to its location in the center of the Peruvian coast, Lima is the confluence point of the country’s main highways. Lima is served by the Jorge Chávez International Airport, located in Callao, the most important terminal in the country in terms of national and international air traffic. Regarding cargo transport, the port of El Callao concentrates most of the national maritime transport. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for providing his or her own housing and other essentials for subsistence. National UN Volunteers are part of the intentional damage insurance scheme. RIGHTS AND BENEFITS OF A UNITED NATIONS VOLUNTEER The key benefit of being a United Nations Volunteer is the personal satisfaction that the volunteer assignment brings by having a positive impact on peace and development. However, UNV supports you during your assignment in several ways. The UNV program will provide: • A monthly volunteer living allowance (VLA) of S/4,847.05 to cover the costs of accommodation, housing and regular living expenses. • Health insurance (including dental) is included for up to three dependents (partner and children), life and permanent disability insurance, as well as a resettlement allowance upon successful completion of service. • Annual leave (vacation), Medical leave and Parental leave (maternity or paternity, if applicable) • E-learning courses available on the UN Volunteers online platform • Reimbursement of up to US$400 is provided in respect of domestic travel costs to the duty station, as well as establishment allowance and repatriation allowance in case the destination is not located at a distance from the volunteer’s place of residence. IMPORTANT: UN Volunteers serve full-time, therefore they should not have any employment relationship with another entity Note on Covid-19 vaccination requirements Candidates selected for certain occupational groups may be subject to vaccination requirements inoculation (vaccination), including vaccination against SARS-CoV-2 (Covid-19), in accordance with the applicable policy of the host entity.
