ORGANIZATIONAL CONTEXT

 

Türkiye hosts the highest number of refugees in the world – 3.7 million people. Around 63,000 of the most vulnerable of them live in eight camps in the southeast, while the majority live in cities and villages throughout the country. The Government of Türkiye has demonstrated leadership and generosity in hosting this large number for close to a decade. Since June 2014, a temporary protection regime has granted Syrian refugees access to basic services such as healthcare and education. Asylum seekers from other countries continue to benefit from International Protection status. WFP re-established a presence in Türkiye in 2012, in response to the Syria crisis and transitioned its programmes from basic needs assistance to livelihoods support as the needs of the target population evolved over time. WFP Türkiye’s Country Strategic Plan (CSP 2023-2025) seeks to continue assisting refugees in camps, provide services to humanitarian and development partners, and implement sustainable livelihood programming to build the self-reliance of vulnerable Turks and refugees alike. The CSP has been revised to integrate the recovery efforts following the devastating earthquakes of February 2023, focusing on restoring and revitalising the food value chain in the earthquake-affected regions.

KEY ACCOUNTABILITIES FOR THE ROLE

The Head of Programme will manage a cross-functional team and also lead WFP’s earthquake recovery efforts.  The incumbent is responsible for maintaining project management structures to ensure programmatic activities are designed, and implemented according to time, scope, and budget parameters agreed with the country office management.

 

Under the guidance of the country office management, the Head of Programme will be responsible for coordinating the implementation of the programme activities in close collaboration with activity managers and field office programme staff.

 

The job holder reports to the Deputy Country Director. At this level, the job holder is expected to take responsibility for the following: –

  • In coordination with Activity Managers, and Area Office counterparts, lead the strengthening and roll out of the implementation plan for early recovery and self-resilience.
  • Develop programme documentation to oversee programme cycle management, including results frameworks and associated reporting formats, budgetary tracking tools, risk mitigation frameworks, and programmatic overviews that can be used for both internal and external communications purposes.
  • Ensure the integration of cross-cutting expertise, such as conflict sensitivity, gender, protection, and inclusion considerations into programme design and implementation.
  • In coordination with the RAM team ensure that appropriate evidence and targeting measures inform the quality of the programme design, and establish appropriate monitoring, evaluation, and learning frameworks, and ensure that programme milestones and successes are shared with the relevant teams for both internal and external communications and advocacy.Develop and foster relationships with partners (including government and local communities) and donors at all relevant levels to enable the effective positioning of WFP to meet national goals and contribute to country capacity-strengthening efforts and providing technical assistance to national institutions.
  • Coordinate with a range of stakeholders to ensure that the programme portfolio leverages opportunities external to WFP’s activities, notably private sector opportunities as well as national and sub-national government programmes, other UN Agencies.
  • Act as a role model of the values, principles and standards of WFP, actively contributing to creating an inclusive and collaborative work environment through respectful and constructive communication and holding self and other team members accountable for their actions.
  • Effectively communicate implementation progress and results for programme activities to management and other stakeholders through meetings, review of donor reports and other materials.

 

STANDARD MINIMUM QUALIFICATION

Education: 

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/ or training/courses.

 

Experience: 

  •  At least five years of relevant postgraduate professional experience in project/programme design, implementation and management, and policy engagement,
  •  Has experience in liaising with government partners, has good negotiation skills and ability to communicate effectively, and has provided input into policy discussions and decisions.
  •  Has experience in business development/project/program design and management.
  •  Has engaged in policy discussions and provided input into policy decisions.

 

Language: Excellent written and oral communication skills in English and Turkish, Arabic an asset
