Job Description

Founded in 1933, the International Rescue Committee (IRC)’s mission is to help people whose lives and livelihoods have been affected by conflict and disasters survive, recover and take control of their futures. Responding to humanitarian, recovery and development needs in the DRC since 1996, IRC in the DRC is guided by its fundamental principles of capacity building, participation, partnership, protection and promotion of human rights. Our main areas of intervention include multi-sectoral response to emergencies, food security and economic recovery, health, protection, good governance and conflict management.

The Monitoring, Evaluation, Learning and Accountability Officer is responsible for maintaining an effective monitoring and evaluation system in place for all supported projects, ensuring data quality, carrying out data cleaning and analysis and providing feedback to field teams on the achievement of project objectives. He will be directly responsible for ensuring that the project is relevant and effective for our clients and other stakeholders in collaboration with the various project managers. It will ensure capacity building for both partners and IRC staff in the area of ​​monitoring and evaluation. He is responsible for maintaining the various databases of projects implemented in the intervention area, ensuring the quality and integrity of the data, including compliance with ethical standards and data sharing protocols. information. He will work in close collaboration with the Project Managers, the implementation teams of the supported projects as well as the MEAL, Health and Protection Managers, the members of the ECZS, the members of RECOPE, the APS, the staff of the supported health centers and reference structures and other implementing partners supported during the various interventions with the aim of ensuring that relevant information is available in a useful and timely manner.

MAIN RESPONSIBILITIES

  • Support the development and implementation of monitoring and evaluation systems, in its area of ​​intervention, which allow decision-making based on evidence;
  • With the support of the supervisor, the MEAL Manager, organize capacity building sessions for the implementation of monitoring and evaluation systems effectively and efficiently for all projects executed in its area of ​​intervention;
  • Report any aspect that could negatively affect the smooth running of projects formally or informally to project managers and the hierarchy or coordination;
  • Contribute to national and regional reflection and guidance regarding monitoring and evaluation strategies;
  • Ensure adherence to IRC policies, manuals, procedures and directives;
    Support program staff in the planning and execution of M&E, including methodology and tools for data collection, data management, and use, or where necessary, direct management of these activities;
  • Support or manage the implementation, dissemination, and support the use of evaluations and monitoring data in programmatic development, modification or revision;
  • Contribute to organizational learning through support for statistical analyses, lessons learned and reports;
  • Review and interpret or summarize information that is useful for the management of programs, donors and other institutions;
  • Ensure compliance with the confidentiality and security of information and data and other rules approved by the organization;
  • Collaborate with project managers and key stakeholders and develop discussion meetings where M&E data is presented and discussed and an action plan put in place based on agreed results;
  • Ensure that programs have Monitoring and Evaluation activities in their annual, quarterly or weekly planning;
  • Plan and coordinate accountability activities within supported projects (community participation, feedback and complaints mechanisms, etc.)

SPECIFIC RESPONSIBILITIES
Coordination of the monitoring and evaluation system

  • Coordinate with implementation staff and partners to ensure that data collection, for all sectors (Governance, Health, Women’s Protection and Empowerment and Child Protection, etc.) is done in accordance with to established schedules, tools and methodologies, and according to best practices described in the ME plan of each of the supported projects;
  • In collaboration with the project teams and the supervisor, MEAL Manager, plan the activities of the monitoring and evaluation component while respecting the minimum standards in terms of Monitoring and Evaluation within IRC as well as cross-cutting issues (gender, environment, protection, etc.) ;
  • Ensure that indicators, collection frequency and data collection tools are in compliance with the requirements of the various donors;
  • Collect and compile data in integrated databases for all supported projects;
  • Produce and disseminate monthly and quarterly reports and graphs on key programming indicators;
  • Carry out, with the support of the project teams, the various surveys linked to the indicators of the projects implemented in the intervention area;
  • Under the supervision of the supervisor, MEAL Manager, provide monthly and quarterly feedback to coordination and implementation colleagues on the progress of results for the indicators and objectives of the supported projects;
  • In collaboration with the Senior Information Management Officer, ensure continuous technical support in the correct use of databases in general and particularly the Health, Protection and Empowerment of Women and Child Protection databases;
  • Identify training and technical support needs for IRC staff and partners on monitoring and evaluation methodologies and tools;
  • Plan and conduct training and ensure capacity building of partners and IRC staff on monitoring and evaluation tools, data collection and monitoring of program results;

 Data collection and analysis.

  • Ensure the collection, verification, validation, compilation, analysis of monthly data from all projects implemented in its area of ​​intervention, as well as any other analysis requested;
  • Plan and participate in regular data verification descents in the field to ensure the quality of the data reported, and write reports on these descents;
  • Produce results tables for all reports and ensure the interpretation of atypical phenomena observed;
  • Ensure indicator monitoring tables are updated and ensure that their analyzes allow all teams to take corrective actions on time;
  • Establish and analyze monitoring and evaluation tools and databases to ensure that they respond to programming indicators and are adapted to the context;
  • Develop new data collection tools as needed;
  • Carry out regular data verification to ensure the validity, precision, integrity and reliability of the data reported;
  • Develop, analyze and report on indicators and secondary data for all projects implemented in its area of ​​intervention;
  • Support the team in the development of appropriate statistical methodologies for monitoring the activities and indicators of supported projects;
  • Complete and share the indicator monitoring system (Indicator Monitoring Table) and other systems used monthly and quarterly for coordination;
  • Develop calendar monitoring systems for the department’s activities and those of supported projects;

Accountability and learning

  • In consultation with the community, ensure the establishment of appropriate feedback and complaints management mechanisms;
  • Ensure the proper functioning of the accountability mechanisms implemented and ensure that all stakeholders (communities, partners) and IRC staff are made aware of them;
  • In close collaboration with MOBICOM officers and hierarchy, ensure that data from the accountability mechanism is collected/archived and that responses are provided to communities by following the SOPs for the implementation of feedback and complaints mechanisms. IRC;
  • With the support of the supervisor, the MEAL Manager, organize reflection and learning sessions through analysis of indicators and feedback from communities;

Report

  • Write weekly, monthly, quarterly and other monitoring mission reports as requested, sharing and discussing gaps and areas for improvement with management;
  • Actively participate in the writing of the lessor’s reports (semi-annual, annual, intermediate and final), in collaboration with project managers;
  • Prepare monthly reports and other necessary reports on the development of Monitoring and Evaluation activities;
  • Compile results tables for reports from different donors, according to the logical framework developed for each project;
  • In close collaboration with the supervisor, the MEAL Manager, ensure that success stories and lessons learned are collected according to IRC standards and shared with management;
  • Review and interpret or summarize information that is useful for the management of programs of other organizations, government, donors and other institutions.
  • Consult reports from other organizations, government and donors;

 Divers

  •  Respond to occasional requests from the line supervisor and project teams on the data collected and any other tasks considered necessary for the project.
  • Participate in Data & Mapping meetings and report key points to the MEAL Manager;
  • Participate in the implementation of M&E initiatives and approaches specific to IRC (MfA, OEF, planning based on the theory of change, etc.);
  • In collaboration with the supervisor, Manager MEAL, review evaluation tools and participate in partner evaluations;

 

Qualifications

 

  • Minimum of three (3) years of experience in Monitoring and Evaluation of projects in the humanitarian and development context, preferably in the field of Governance  , Food Security, Health and/or Protection;
  • Bachelor’s degree (BAC+5) in Social Sciences, Computer Science, Statistics, Demography, Public Health or equivalent relevant to the position;
  • Experience in the design and implementation of MEAL systems; including qualitative and quantitative approaches to evaluation and monitoring;
  • Good mastery of the data collection and statistical analysis methodology used in Monitoring and Evaluation (sampling technique, univariate and bivariate data analysis, focus group analysis);
  • Progressive and practical experience in the design of data collection, information analysis and reporting tools using appropriate software systems (Excel, SPSS, STATA, EPI Info, etc.);
  • Strong skills in the use of mobile data collection applications. (ODK, Kobo Collect, CommCare, etc.);
  • Experience in participatory approaches to monitoring and evaluation, training and facilitation of meetings and workshops, data processing and analysis;
  • Experience in defining and measuring health indicators (quantitative and qualitative);
  • Ability to verify data quality.
  • Ability to write quality reports and make presentations;
  • Good planning and time management skills as well as paying attention to details;
  • Ability to lead and work effectively with others, with strong capabilities and skills in people management/leadership and teamwork;
  • Be open to internal and external comments/feedback;
  • Good knowledge of local community context and social/cultural constraints, realities and organizational relationships for effective project design and implementation;
