Job Description

Founded in 1933, the International Rescue Committee (IRC)’s mission is to help people whose lives and livelihoods have been shattered by conflict and disaster to survive, recover and reclaim their future. Since 1996, IRC-RDC has responded to the humanitarian and development needs of Congolese and refugee populations in the DRC, while striving to promote their rights and strengthen their health, security, economic well-being, education and empowerment. decision-making. Currently, IRC operates in the areas of health (including sexual and reproductive), nutrition, water, hygiene and sanitation (WASH), child and women’s protection, good governance and conflict management, and finally, economic recovery and development.

The intensification of the armed conflict in the province of North Kivu between fighters of the armed group “March 23 Movement” (M23) and the Congolese army (FARDC) is having a devastating impact on the civilian population. Since February 7, 2024, clashes have resumed significantly in the territory of Masisi (North Kivu), forcing the population of the town of Sake (as well as the displaced people who had settled there since the end of 2023) to flee their homes. places of origin and/or reception to find refuge in the city of Goma (and its surroundings). According to humanitarian sources, around 50,000 households (250,000 people) have arrived in IDP sites in and around Goma since the start of 2024. This figure adds to the already high number of IDPs living in these sites since the start of hostilities in October 2022. The needs are enormous, amplified by huge funding gaps for humanitarian actors, which limits the response to the affected population. In response to this situation, the IRC in the DRC decided to amplify its contribution through additional funding.

The Emergency Communications Manager , under the direct supervision of the Country Director and in close collaboration with the Deputy Director of Programs and the Senior Emergency Response Coordinator, creates, implements and supervises internal and external communications activities related to the IRC emergency response in the DRC. The Emergency Communication Manager will, using a systemic approach, develop and implement operational strategies for communication, public relations and relations with the national media during the duration of the 5-month intervention. He/She will work with project managers and technical coordinators of the sectors.

GENERAL RESPONSIBILITIES

  • Assist in the development of an emergency communications strategy for the IRC DRC;
  • Support colleagues in the preparation of communication and visibility materials for the emergency response project, while ensuring their compliance with donor contractual rules;
  • Coordinate, with the project team, the emergency unit, the technical coordinators, the field coordinator, the communication units of the region and headquarters the production and distribution of videos and documentaries on the work urgently from IRC DRC in the various media, including national;
  • Support in the emergency context, the country director, project managers and technical coordinators in the production of relevant and high-quality communication documents, including in the form of publications, website, and social media;
  • Ensure the updating of the rescue.net internet page dedicated to the DRC (including other channels), including by publishing the activities and impact of the emergency response whose externally focused humanitarian content allows the IRC to advocate the situation and mobilize more financial resources;
  • Work in collaboration with headquarters digital engagement teams to create quality content highlighting IRC DRC emergency response activities on social media;
  • the production of a monthly SITREP focused on IRC DRC emergency response activities;
  • Strengthen the capacities of staff on visibility, photography, media and communication;
  • Maintain regular contact with the IRC communications teams at the regional level;
  • Attend and participate in advocacy meetings and events of IRC and advocacy partners in the DRC;
    Complete any other necessary tasks for the IRC RDC as required by the supervisor.

Main working relationships:

  •  Line supervisor: Country Director.
  • Indirect supervision: Regional communications manager for Central Africa.
  • Other internal and/or external contacts: describe the nature of the departments or groups for which the position influences or requires support to achieve objectives.

 Internal : DDs, Emergency Unit, Technical Coordinators, Field Coordinators, Grants Team, Project Manager.

 External: Donors, local partners, local authorities, etc.

 

Qualifications

 

  • University degree in communications, marketing, public relations, journalism, social sciences or another equivalent field
  • A minimum of 3 years of relevant experience in a similar position; with international or private organizations;
  • Excellent knowledge of Windows operating software, the Microsoft Office suite (Word, Excel, Powerpoint, Outlook, Page Maker) and software normally used in the field;
  • Good command of layout, design and image processing software (Adobe Photoshop, Adobe InDesign, Adobe Illustrator);
  • knowledge of web communications and use of social media;
  • Knowledge of shooting (photo, video);
  • Knowledge of the document printing process;
  • Excellent communication skills and excellent interpersonal skills;
  • Ability to work in a team, to prioritize high volumes of work while meeting short deadlines;
  • Spirit of synthesis required.
  • Ability and willingness to travel to remote areas.
  • Excellent document writing skills in French and English.
