Job Description

Job Overview:  

From March 2022 – March 2023, the International Rescue Committee launched and implemented a first-of-its-kind service model for the resettlement of 556 Afghan Humanitarian Parolees (AHPs) who arrived through Operation Allies Welcome.  Via a comprehensive and personalized virtual case management model, the Virtual Afghan Placement and Assistance (VAPA) program provided per capita direct assistance, client-led case management, and resources and referrals for the successful resettlement of these new arrivals.  Building off of this award-winning program, the IRC now implements the Virtual Reception & Placement (VR&P) program for Special Immigrant Visa (SIV) holders, the Virtual Resettlement Line for humanitarian parolees, and the Welcome Corps Support Line for private sponsor groups welcoming newcomers through the Welcome Corps. 

Using the model developed during VAPA and further advanced for the current iteration of the VR&P program, the International Rescue Committee (IRC) aims to meet the ambitious goal of receiving and resettling up to 10,000 individuals in FY24 from the Western Hemisphere and Operation Enduring Welcome platforms.  This project will include coordinating steps overseas, partnering with a variety of stakeholders across the United States, and effectively establishing relationships in a virtual setting. 

The remote and pioneering nature of this project requires an experienced service provider and effective supervisor who provides trauma-informed supportive supervision to a virtual casework team serving refugees and SIVs across the United States. The Virtual Casework Supervisor oversees a team of virtual caseworkers and supports them and their clients to assess needs and develop client-led service plans meeting core services of the reception & placement program. 

Applicants in the Central Standard Time Zone will be given preference.

Major Responsibilities:

  • Supervises a team of fully remote, virtual caseworkers providing trauma-informed case management to refugees and SIVs across the United States.
  • Ensures caseworkers have been appropriately onboarded and oriented to their position and provides regular professional development in casework.
  • Monitors case management service provision, including assignment of cases, reviewing needs assessment, service plans, referrals provided, observing delivery of information to clients, and monitoring case closeout procedures.
  • Ensures virtual caseworkers maintain accurate records in electronic case files and required databases in accordance with data protection policies and the program’s data collection requirements.
  • Ensures adherence to standard operating procedures (SOPs) in line with virtual casework best practices and IRC policies and procedures to ensure successful program delivery and a safe, supportive environment for clients and staff.
  • Acts as a point of escalation for team of virtual caseworkers, providing case consultation as needed.
  • Provides client-centered crisis intervention support, working with appropriate stakeholders.
  • Submits required reports and documentation in a timely manner.
  • Builds and manages relationships with community service providers in relevant areas in collaboration with the Referral Liaisons.
  • Ensures staff maintain ethical practices, including maintaining the confidentiality of cases.
  • Maintains a strong understanding of trauma-informed principles and approaches, immigration system policies and trends, protection and safeguarding, and mandatory reporting.
  • Cultivates a respectful, encouraging, and inclusive environment for team members and clients.
  • Provides services to a smaller caseload while maintaining supervisory capacity.
  • Other related duties as assigned.

Job Requirements:

  • Bachelor’s degree in social work or related field of study or equivalent experience required, Master’s degree preferred.
  • 2-3 years of experience working with refugees and/or immigrants, preferably within refugee resettlement in the U.S. and with the Reception & Placement (R&P) program.
  • 1-2 years of experience in supervising individuals providing direct client services.

Demonstrated Skills and Competencies:

  • Knowledge of benefits and state-funded resources for refugees and referral pathways in one of the following states is preferred: California, Washington, Virginia, Maryland, Florida, Wisconsin, Montana, or Texas.
  • Competency in implementing case management best practices such as trauma-informed care, comprehensive needs assessment, and client-centered service planning.
  • Crisis intervention skills to support client safety, including knowledge of procedures and requirements for mandatory reporting, ability to conduct independent suicide assessment, and survivor-supported intimate partner violence safety planning.
  • Self-starter with excellent problem-solving skills and proven ability to multi-task, prioritize duties, and manage time effectively.
  • Demonstrated success working and communicating effectively in a multicultural environment.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); able to use the internet and other digital tools for data entry, research, and problem-solving.

Language Skills: 

  • Fluency in written and spoken English. 
  • Fluency in written and spoken Spanish or, Dari and Pashto required.

Working Environment:

  • Fully remote.
  • May require occasional weekend and/or evening work for any client-related emergencies.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
