Job Description

Job Overview:

The Program Manager, Education ensures the New Jersey Office for Refugees (NJOR) portfolio of Education programs is best in class through responsibilities in three main areas: sub-award management, technical support, and business development. The Program Manager oversees the development of education focused sub-awards to partner agencies, and subsequent monitoring of partner performance and report submission to donors. Awards include Refugee School Impact (RSI), Refugee Youth Mentoring (RYM), and English Language Training (ELT). The Program Manager coordinates the development and dissemination of materials and resources that provide technical support for sub-award partner agencies and other statewide refugee education stakeholders. The Program Manager also focuses on project management, program implementation, stakeholder outreach and education, and networking as needed to advance the education goals and strategies of NJOR. 

The Program Manager will report to the Senior Program Officer, and works in partnership with NJOR staff, project colleagues at sub-award agencies, and other stakeholders. 

 

Major Responsibilities:

Sub-Award Management

  • Support the Senior Programs Officer in reviewing new policy releases from ORR and where necessary update guideline and procedure documents for sub-award agencies on all NJOR Economic Empowerment related grant programs.
  • Collaborate with the Senior Program Officer to create guidelines and procedure documents for sub-award agencies on all NJOR education related grant programs including RSI, RYM, and ELT. 
  • Participate in the review and development of all education related sub-award agreements’ scope of work.
  • Implement sub-award management initiatives for all education programs pre-award assessments, program review meetings, monitoring, and program opening and closing processes.
  • Prepare all education related report development and coordinate their submission to donors.
  • Coordinate the development and implementation of monitoring and evaluation tools and systems for sub-award partners.
  • Collaborate with the Data team to oversee the collection and analysis of data for all education programs and ensure regulations compliance.
  • Contribute to the review of partner sub-award budget submissions, monthly financial reports and budget vs. actual reports and make recommendations to ensure project and compliance goals are met. 

Technical Support

  • Contribute to the assessment of technical support needs of sub-award partners implementing NJOR Education programs to develop technical support annual plans.
  • Create training resources and materials for sub-award partners implementing NJOR Education programs.
  • Coordinate, and facilitate where necessary, education focused trainings for sub-award partners.
  • Coordinate the development of technical support materials and the implementation of regular technical support visits and trainings.
  • Identify and share relevant trainings, webinars, and resources with partner agencies.

Project Management

  • Own the project management of education-related projects and initiatives, including scoping, supporting the development of strategies, gathering inputs, and engaging key leaders.
  • Provide clear and concrete instructions to team members to ensure clarity of project goals and actions; track progress and results; review outputs; and provide constructive feedback for quality assurance.
  • Provide written updates on project progress for visibility across the NJOR team and IRC stakeholders.
  • Identify potential challenges and establish strategies to minimize risks.
  • Lead the development of project workplans and timelines; use detailed processes and tracking systems to ensure the successful execution of projects on-time and within scope.
  • Coordinate the establishment of roles and responsibilities with project collaborators and partners.

Business Development

  • Support the Senior Program Officer to coordinate the identification of potential business development and funding opportunities for education related programming.
  • Support proposal development and submission for all education related business development opportunities.

Other Duties

  • Support the Senior Program Officer to develop and oversee the implementation of interventions that strengthen statewide systems that support refugee education.
  • Other duties as assigned by supervisor.

 

Job Requirements:

  • Education-related graduate degree preferred.
  • Minimum of 2+ years of relevant work experience in education required; grant-making and research experience a plus.
  • Prior experiences working in K-12 school systems and/or refugee and immigrant education-related services strongly preferred.
  • Experience and training in adult learning principles and instructional design.
  • Proven ability to coordinate education-related projects, with at least 3 years of demonstrated project management skills.
  • Proven ability to contribute both independently and as a key team member.
  • Self-starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.
  • Fluency in English, both spoken and written, required.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook).
  • Excellent verbal and written communication skills
  • Excellent analytical skills; experience with data systems development and analysis strongly preferred.
  • Entrepreneurial spirit, with the ability to work in a fluid context.
  • Excellent diplomatic and cross-cultural skills, ability to work together with a variety of stakeholders across multiple teams.

Working Environment: 

  • The New Jersey Office for Refugees is fully remote, with a potential to transition to hybrid in the next year. Expectation is to travel within New Jersey for partner and staff meetings and events. Oversight of staff in and outside of New Jersey. Expectation to occasionally travel and participate in meetings outside of New Jersey.

 

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
