Job Description

 Summary

Under the supervision of the Supply Chain Officer, the Procurement Assistant is responsible for the proper management of all functions related to procurement within the IRC Diffa office. The supply chain must be capable of quickly supplying Programs with supplies, services and equipment in accordance with the organization’s policies and procedures.

Main responsibilities

  • Ensure that Exemption requests are submitted on time and properly filed;
  • Ensure that procurement is done in compliance with IRC and donor policies;
  • Liaise with Finance, Administration and Programs to ensure timely payment and complete, verifiable supporting documentation;
  • Ensure that a transparent and responsive procurement process is implemented and maintained;
  • Ensure routine communication, coordination and planning with appropriate staff/programs as requested regarding the ordering and delivery of supplies;
  • Ensure that all required supplies, services and equipment are delivered on time;
  • Inform the Purchasing Manager of supply issues or improvements;
  • Request quotes from suppliers in specific areas in a transparent and competitive manner;
  • All other missions or tasks delegated by the Purchasing Manager.

Expected deliverables:

  • Create and/or maintain a comprehensive price list for goods, services and equipment purchased by the IRC;
  • Maintain the purchasing request tracking system on the IRC purchasing software;
  • Transmission of documents (Contract, Purchase Order, etc.) for approval;
  • Request payment of supplier files and send to finance for payment;
  • Ensure the archiving of Purchase files by T1.

Qualifications

  • Have Bac+2 in the logistics field or equivalent at least;
  • Have a good knowledge of generic procurement procedures and practices (experience within the IRC or another NGO is a plus);
  • Knowledge of the main local legislation/regulations imposed by donors desired;
  • Two years of experience in procurement, including at least one year in a similar position;
  • Holder of a valid driving license;
  • Good knowledge of oral and written English;
  • Proficiency with IT tools, particularly spreadsheets.
