JOB DESCRIPTION

Niger faces a multitude of humanitarian crises (population movements, malnutrition, food insecurity, recurrent epidemics, cyclical floods and drought), exacerbated by the COVID-19 pandemic. The “conflict” problem, the main cause of growing insecurity and instability in Niger and neighboring countries, is generating population displacements which currently affect five regions of Niger: Diffa, Tillabery, Tahoua, Niamey, and Maradi. The regions of Tillabéry and Maradi, where most of NRC’s Shelter and WASH activities are present, account for 46% of internally displaced people, while the region of Maradi where Shelter and WASH activities target refugees, accounts for 23% of refugees. from Niger (from Katsina and Zamfara States in Nigeria).

NRC has been present in Tilabéry since 2019 where the organization implements activities such as education, shelter, water sanitation and hygiene, protection, Information Advice and Legal Assistance (ICLA) and food security and means of subsistence for displaced populations whose access to basic social services and means of existence is compromised in a context where inadequacies were already significant before the crisis. In Maradi, NRC had been present since 2020, Shelter activities had been suspended in August 2020 thanks to the arrival of other humanitarian actors. With the response gaps that have been created over time as travel continues and needs grow.

It is in this context that NRC, as part of the implementation of its community safety and violence prevention programs, individual protection responses, and site management, needs to recruit a Coordinator Talented and qualified protection against violence officer who will actively contribute to achieving NRC’s vision to meet mission requirements. RESPONSIBILITIES

The purpose of the Finance Assistant position is to assist in the daily implementation of support functions.

Concise role description:

General responsibilities:

  • Works in compliance with NRC policies, tools, manuals and guidelines.
  • Assists in the implementation of support functions in accordance with the action plan
  • Writes reports on the progress of support activities upon request from the hierarchical/technical supervisor or management.
  • Ensures the correct archiving of documents.
  • Encourages and makes suggestions to promote the improvement of support functions
  • Ensures management of the expense fund
  • Prepare banking transactions
  • Prepare expense reports 
  • Ensure that accounting documents are established in accordance with NRC procedures

Specific responsibilities: 

  • Checks supporting documents for collection/disbursement
  • Prepares postback of bank, cash and miscellaneous operations journals and sends for posting
  • Ensures the follow-up of advances and staff liquidations
  • Prepares vouchers for disbursement/cash-out
  • Prepare vouchers for banking transactions
  • Responsible for archiving financial documents in his charge. This includes scanning and electronic filing on Office 365 of all accounting documentation
  • Makes payments to suppliers and beneficiaries.
  • Performs a bank reconciliation
  • Ensures that the signatories of the accounting documents are the authorized persons according to the delegation of powers table.

Performs any other relevant task related to his position

QUALIFICATIONS

  • Have at least a BAC+3 in accounting, auditing, financial management, or other similar field. 
  • Experience of at least 6 months in the field of accounting/finance
  • Good knowledge of IT tools (Excel/word) Internet and other software
  • Fluency in French, both oral and written
  • Knowledge of English is an asset 
  • Good knowledge of current labor legislation
