JOB DESCRIPTION

Niger faces a multitude of humanitarian crises (population movements, malnutrition, food insecurity, recurrent epidemics, cyclical floods and drought), exacerbated by the COVID-19 pandemic. The “conflict” problem, the main cause of growing insecurity and instability in Niger and neighboring countries, is generating population displacements which currently affect five regions of Niger: Diffa, Tillabery, Tahoua, Niamey, and Maradi. The regions of Tillabéry and Maradi, where most of NRC’s Shelter and WASH activities are present, account for 46% of internally displaced people, while the region of Maradi where Shelter and WASH activities target refugees, accounts for 23% of refugees. from Niger (from Katsina and Zamfara States in Nigeria).
NRC has been present in Tilabéry since 2019 where the organization implements activities such as education, shelter, water sanitation and hygiene, protection, Information Advice and Legal Assistance (ICLA) and food security and means of subsistence for displaced populations whose access to basic social services and means of existence is compromised in a context where inadequacies were already significant before the crisis. In Maradi, NRC had been present since 2020, Shelter activities had been suspended in August 2020 thanks to the arrival of other humanitarian actors. With the response gaps that have been created over time as travel continues and needs grow.
It is in this context that NRC, as part of the implementation of its community safety and violence prevention programs, individual protection responses, and site management, needs to recruit a Coordinator Talented and qualified ICLA who will actively contribute to achieving NRC’s vision to meet mission requirements.

RESPONSIBILITIES

Role and responsibilities
The ICLA Coordinator is responsible for the implementation of the portfolio of projects for which he is responsible.
General responsibilities:
1. Manages and supervises field project staff.
2. Adheres to and complies with NRC policies, guidelines and procedures
3. Contributes to the development of the ICLA strategy, the development of proposals and provides advice on needs.
4. Manages and implements the project portfolio (activities, budget and project documentation) delegated by the AM in accordance with the proposals, strategies and requirements of donors and ensuring optimal quality.
5.Prepare and submit the project activity update (weekly report) and participate in grant opening meetings, project reviews, etc.
6.Ensures that projects target beneficiaries with the greatest protection needs and evaluates new and better ways of providing assistance.
7.Encourages and makes proposals for the improvement of activities and any associated necessary changes.
8.Ensures the capacity building of project staff and the transfer of key skills.
9. Provides support for the coordination of the AoR LTB at the national level and in the regions
10. Liaises and collaborates with local authorities and other stakeholders.
11.Promotes the rights of displaced/returnees in line with the advocacy strategy.

Specific responsibilities:
• Is the link between the Specialist and the officers to contribute to the development of the ICLA strategy at the national level and to the strategic implementation taking into account the context of the areas of intervention.
•Contribute to preventing and reducing the risks of statelessness, and put in place a mechanism that would make it possible to identify individuals who may be at risk of statelessness in Niger in general and in the regions of Maradi and Tahoua in particular.
•Quality control: conducts field visits to monitor the quality of project implementation and administration. Facilitates the exchange of lessons learned between teams.
•Reporting: in charge of collecting the information required for the preparation of internal and/or external reports.
•Database: ensures that databases at the local level are correctly populated and is responsible for developing synthetic databases (including GORS) and monitoring indicators.
•Budget: Responsible for developing the expenditure plan at the zonal level in coordination with officers, assists the PDM ICLA with budget monitoring and is responsible for approval of expenditure according to the NRC guidelines.
•Implementation Schedule: Maintains an overview of project implementation and works with officers to develop implementation schedules/plans.
•Coordination with other sectors of expertise (key skills) for the implementation of joint projects.
•Ensures that the teams are properly equipped to ensure the implementation of projects and communicates any needs to the PDM.
•Ensures administrative monitoring of ICLA officer(s) (leave planning, training, etc.) which he communicates to basic human resources according to the established schedule
•Team management: ensures staff capacity building under his responsibility and good performance management.
•Takes interim responsibilities of the PDM upon request.

QUALIFICATIONS

Minimum 3 years of relevant experience in area of ​​expertise, including project coordination and project cycle management
• Specific technical knowledge of the humanitarian sector
• Previous experience working in complex and volatile contexts
• Related documented technical skills to the responsibilities of the position
•Documented results related to the responsibilities of the position
•Proficiency in French and English, both written and oral
