SUMMARY OF JOB DUTIES

 

The position is under the immediate authority of the Director of the UNESCO Office in Dakar, under the supervision of the Regional Advisor in Education for Health and Well-being in Dakar. The incumbent will be responsible for providing technical expertise and contributing to the effective management, planning, execution and monitoring of education programs for health and well-being, including in response to gender-based violence in schools (SRGBV), early and unintentional pregnancies (GPNI) and HIV.

 

The National Project Manager will support the implementation of the Our Rights, Our Lives, Our Future (O3) program in Niger, the target country of the program. O3 aims to improve sexual and reproductive health, gender and education outcomes for adolescents and young people in sub-Saharan Africa. It supports the delivery of comprehensive and good quality Adolescent and Youth Reproductive Health Education (ESRAJ) programs in Niger to empower learners while developing skills, knowledge and attitudes. required to prevent HIV, reduce GPNI and eliminate gender-based violence. More specifically, the incumbent will contribute to maintaining and implementing a strong political commitment in favor of adolescents and young people’s access to health education and sexual and reproductive health services. in Niger, to support the delivery of quality, rights-based health education, safer, healthier and more inclusive schools for all learners and to strengthen the evidence base on education for health and well-being. The main responsibilities are as follows.

  1. Identify opportunities for UNESCO to participate in the development of policies and programs to implement the UNESCO Strategy on Education for Health and Well-being, national health strategies, including in compliance with the UNAIDS division of labor;
  2. Represent UNESCO in appropriate coordination frameworks, such as consultation and coordination frameworks of technical and financial partners, the local group of education partners, inter-agency meetings, or thematic meetings;
  3. Support UNESCO programming in collaboration with other staff working on health and well-being education, with particular emphasis on interventions supporting national HIV prevention and response to VGMS and GPNI;
  4. Support timely program implementation, monitoring and evaluation and reporting on UNESCO’s action in education for health and well-being;
  5. Facilitate the provision of technical support to the Ministry of Education and other national partners;
  6. Contribute to advocacy efforts in Niger, to advance the use of evidence and strengthen joint UN and country responses to HIV, SRGBV and GPNI.

Education

  • Advanced university degree (Masters or equivalent) in a relevant field, including education, social sciences, public health, international cooperation, development, or project management.

 

Professional experience

  • At least four (4) years of relevant professional experience in areas related to sexual and reproductive health and education.
  • Experience in project management and international cooperation in the fields of education or health.
  • Experience in implementing projects and programs in partnership with government partners and civil society.

 

Abilities/Competencies

  • The ability to manage budgets, participate in monitoring and evaluation and report on implementation;
  • Good understanding of the country, development work and the education sector;
  • High-level technical writing skills in HIV prevention, health education, sexual and reproductive health, or responding to SRGBV, in line with the UNESCO Strategy on Education for Health and well-being ;
  • Experience in resource mobilization;
  • Credibility, trust, tact and diplomacy in networking, representing and partnering with a wide range of partners (including line ministries, UNAIDS co-sponsoring agencies, education partners, donors and society civil).

 

LANGUAGES

  • Excellent knowledge (oral and written) of French.

DESIRED QUALIFICATIONS

 

Professional experience

  • Experience in sexual and reproductive health, sexuality education or responding to gender-based violence (including in schools).
  • Experience in training and raising awareness among young people.

 

Abilities/Competencies

  • Strong strategic and analytical skills.
  • Ability to multitask, set priorities and meet deadlines, as well as work under pressure.
  • Good knowledge of the education and/or health sector in Niger.
  • Good experience in the field of inclusive education or education in emergencies.

 

LANGUAGES

  • Good knowledge of English.

SALARIES AND ALLOWANCES

UNESCO salaries consist of a base salary and other benefits which may include, where applicable: 30 days of annual leave, family allowance, medical insurance, pension plan, etc.

The starting annual salary for this position is in the range of $33,059 USD.
