Context :

The IRC’s vision for Niger is that individuals, households and communities are supported to be resilient, self-reliant and able to thrive in a constantly changing context. IRC Niger is present in the regions of Tillabéry, Tahoua and Diffa with projects in the following areas: Protection (SGBV, Child Protection, monitoring of Protection and Integration of protection), Water, Hygiene and Sanitation, Nutrition, Health and Livelihoods.

Position overview:

The ideal candidate must have excellent coordination and relationship skills, know how to innovate and solve problems effectively and have good skills in working with multiple stakeholders. The ideal candidate will contribute to achieving IRC Niger’s strategic objectives in terms of partnership.

The Partnership Manager is directly supervised by the Partnership Coordinator, and he/she collaborates with the Grants Unit in carrying out a number of tasks. He/She is based in Niamey.

Main responsibilities:

 

  • Maintain a broad and in-depth understanding of donor policies, regulations and procedures and develop this knowledge among partners;
  • Draft partnership agreements, amendments (if applicable) and any contractual documents and ensure their review by the Partnership Coordinator;
  • Monitor the drafting of partner reports and improve their quality until their validation and submission by the Partnership Coordinator, in compliance with set deadlines;
  • Ensure the electronic and hard archiving of all documentation relating to current and developing partnerships (on the server and on OTIS);
  • Support the Partnership Coordinator as well as the entire coordination team (Finance, Program) in the management of communications and in meetings with national and international partners;
  • Facilitate and coordinate all aspects related to the partnership cycle in projects and the implementation of the IRC PEERS system, from partner identification until the end of the project (verification process, project development, signing of the contract, monitoring and implementation of the project, etc.), in close collaboration with the program, finance and operations departments.
  • Facilitate the involvement of partners in project meetings and ensure effective monitoring of the partnership;           
  • Facilitate the establishment of strategic partnerships and support the creation of collaborations aimed at strengthening partners for the establishment of an equal, respectful, rewarding and mutually beneficial partnership;
  • Support the Partnership Coordinator in monitoring the contractual aspects of partnerships and ensure that the specific requirements of the project are transcribed and followed in the partnership agreements;
  • Ensure the updating of the partnership monitoring matrix;
  • Facilitate and promote the achievement of IRC Niger’s strategic objectives in terms of partnership;
  • Support the Partnership Coordinator in the development and monitoring of IRC partnership strategies
  • Support the Partnership Coordinator and other technical coordinators in identifying new partners and regularly updating a partner database
  • Respond to ad hoc requests from national and local authorities and IRC partners in Niger;
  • Collaborate with the Grants Unit in carrying out several tasks;
  • Coordinate the receipt of narrative and financial reports from partners and coordinate their review with the Finance and program teams;
  • Organize training sessions, monitoring visits and support for partners

Qualifications

  • Bachelor’s or Master’s degree in international relations, international development, humanitarian project management, or in an associated field;
  • Minimum two years of experience in a similar position within humanitarian or development organizations;
  • Good knowledge of the humanitarian project management cycle and the concept of logical framework;
  • Good knowledge of the PEERs partnership management cycle;
  • Good knowledge of the procedures and practices in force with the main European institutional donors;
  • Experience in managing external communications, with donors and partners;
  • Familiarity with grant contracts and regulations of the main American donors (OFDA, FFP, BPRM, CDC), European (DFID, ECHO, Europe Aid, Swiss Cooperation, Sida), and the United Nations (UNHCR, UNICEF, IOM);
  • Familiarity with collaboration with national and international partners;
  • Fluency in oral and written French required and fluency in English is essential;
  • Excellent writing skills in reports;
  • Excellent oral comprehension and communication, in French and English;
  • Very good command of Word and Excel;
  • Excellent organizational and task prioritization skills, to meet numerous simultaneous deadlines;
  • Proactivity, dynamism, and autonomy in carrying out tasks;
  • Great attention to detail, format, presentation, and readability of documents;
  • Ability to work in a team within a multicultural office;
  • Ability to adapt, as well as accept and prioritize new tasks, based on the most urgent needs of a constantly evolving environment;
  • Real interest in humanitarian projects and programs in Nutrition, Reproductive Health, Protection, Food Security and Livelihoods, WASH, Education, and Rapid Response Mechanisms to population movements.
