Job Description

PLANNING AND IMPLEMENTATION

  • Ensure the planning, implementation and monitoring of the schedule of activities in the field and the relationships between the project and its stakeholders, in accordance with the contractual commitments of the project
  • Ensure the quality of targeting of project beneficiaries while ensuring that gender is well integrated into the targeting process, and strengthen the capacity of staff in this area
  • Ensure the quality of the implementation of project activities in the identified intervention areas
  • Provide  necessary support to field teams for effective and efficient implementation in the project areas
  • Ensure quality assurance of  BHA  project activities by developing and/or adjusting methodological tools and guides and monitoring field visits
  • Identify and analyze opportunities for women to access markets and improve their commercial efficiency
  • Ensure contractual monitoring and the proper completion of tasks entrusted to partners

MONITORING AND EVALUATION

  • Organize and coordinate data collection of project activities carried out in collaboration with the IRC Monitoring and Evaluation Department
  • Produce, monthly (MMR) a progress update on the project, and semi-annually, progress reports on the activities implemented in accordance with the Lessor’s contractual terms
  • Participate in internal and external meetings and meetings with the various partners (technical services, NGOs, UN agencies, etc.) for better coordination of interventions in the project area
  • Carry out an economic analysis (cost-benefit) of women’s groups’ business plans for IGAs
  • Ensure progress monitoring in collaboration with the Cash Specialist for better decision-making for project interventions
  • Ensure effective monitoring of the project and draw lessons contributing to the improvement of interventions in terms of Food Security and Subsistence Needs
  • Ensure monitoring-supervision of project activities through field visits as needed provide regular technical support to the teams
  • Guide and facilitate the development of staff capabilities, and complete performance evaluation of supervised staff
  • Provide guidance and necessary support based on the progress of the staff being supervised 

COORDINATION ET REPRESENTATION

  • Participate in meetings and meetings with different partners and local operators in the field of food security and livelihoods in its coverage area
  • Ensure links with local authorities, technical services and all other local partners 
  • Develop good communication between state structures, the IRC and members of the consortium;
  • Participate in the development of partnerships at the local level and in communication on the activities of IRC Niger.

MANAGEMENT AND DEVELOPMENT OF HUMAN RESOURCES

  • The Food Security and Livelihoods manager supervises the Officers in his coverage area.
  • Contribute to the regular evaluation of the Food Security and Subsistence Needs officers under his responsibility by providing them with technical assistance to ensure the effective implementation of project activities 
  • Maintain open and professional relationships with consortium team members, promote strong team spirit and provide supervision and guidance to enable staff to successfully complete their tasks
  • Identify technical gaps and develop a capacity building plan for the staff under their responsibility
  • Ensure that the Timesheets of all your supervisees are established and transmitted to human resources on time.
  • Establish an annual leave plan for your team and ensure its application without disrupting the implementation of project activities

PROGRAM DEVELOPMENT

  • Contribute to the development of strategic project development plans
  • Propose ideas for innovative activities particularly relevant to your field
  • Participate in needs assessments for the submission of project proposals.
  • Provide inputs into the strategic development of the IRC’s food security and livelihoods program.

OTHER STAINS:

  • Ensure that security protocols are respected and that constant monitoring and analysis of the security environment is carried out
  • Ensure compliance by all staff with IRC security protocols and procedures.
  • Any other responsibilities assigned by the supervisor.

Qualifications

  • Hold at least a BAC+4 diploma in Agroeconomics, Economics or Forestry, Rural Development or any equivalent diploma in a field closely related to the tasks described.
  • Professional experience  of at least 3 years in food security and livelihoods, rural savings (economic empowerment, etc.), are assets;
  • Having  one or more key expertise(s) in the areas of food security and livelihoods (Natural resource management, Agroecology, Climate, Biodiversity, RNA, AGRs/business plan, etc.) would be a plus;
  • Experience working with an international NGO  would be an asset
  • Good planning, reporting, monitoring and evaluation skills;
  • Good command of Office pack software, particularly Word; Excel and Power point, GIS.
  • Solid experience in managing partnerships (operational and institutional) will be an asset.
  • Ability to communicate and develop good relationships with communities, state technical services, NGOs and associations;
  • Very high autonomy, organizational skills in work and team spirit;
  • Fluency in French, English is an asset.
  • Knowledge of one of the following local languages ​​is essential: Zarma, Peulh.
