Brief details:

The Ministry of Finance is responsible for preparing and implementing the budget, collecting taxes, regulating and controlling government expenditures and payments, and regulating customs affairs. It is essential for every government to be aware of its internal and external affairs so that it can organize its financial resources with accurate information and allocate them effectively. The most important condition for the success of a government is to prevent budget deficits. To prevent budget deficits, the proportion of revenues and expenditures must be considered, and serious measures must be taken in regulating their affairs and necessary actions must be taken so that, on the one hand, revenue collection increases and, on the other hand, unnecessary expenditures are prevented.

Job Description:

Arranging and going through the stages of accounting documents and organizing all relevant department documents in related files

Job Requirements:

Job responsibilities and qualifications

Specialized duties of the post

  •  Implementation of timely calculation of the amount of negligence in accordance with the direction of the department head to proceed with matters in accordance with the laws, regulations and procedures in force in the country.
  • Participate in the accounting of advance payments based on the review of relevant documents in order to determine the percentage and reduce the amount of overpayments.
  • Arranging and organizing all calculation documents after completion and going through the steps into related files for ease of affairs
  • Participate in preparing guidelines for government departments on the management of emergency funds for use in urgent and urgent situations.
  • Matching budget classification arithmetic codes to the budget execution regulations
  •   (JV) Journal entry procedure in the OFMS system
  • Providing guidelines to government departments on the management of emergency funds for use in cases of emergency.
  • Submitting a report to the department on the status of advance payments in government departments for timely settlement of overdue payments.
  • Providing advice on the correct arrangement of accounting documents for overhead costs in the supporting documents of the M12 accounting system
  • Ensuring timely accounting of overhead for the purpose of performing duties in accordance with applicable laws, regulations, and procedures of the country.

Management duties of the office

  • Arranging monthly, quarterly and annual work plans in accordance with the general plan, in order to achieve the department’s set goals.
  • Providing monthly, quarterly, annual and, when necessary, reports on relevant activities and achievements, in order to inform the leadership of the ministry/department.
  • Performing other duties assigned by competent authorities in accordance with the laws, regulations and objectives of the relevant ministry/department.

Coordination tasks of the closure

Coordination with the Payments and General Management Department of the General Directorate of Treasury in the correspondence and letters section

Employment requirements (educational level and work experience)

This list of duties has been prepared in accordance with Articles (7, 8, and 34) of the Civil Service Employees Law with the following minimum conditions and criteria:

Field of study

Bachelor’s degree in economics and business, financial accounting, or other related fields, higher education degrees preferred

One year of job-related work experience

Required skills

  Fluency in one of the official languages ​​(Pashto, Dari) and familiarity (writing and speaking) with English.

Computer skills in job-related applications

Financial management, knowledge of accounting, banking, expenses, knowledge of relevant legislative documents, administration and management, communication and communication of computer programs (especially MS Excel) related to the task.
