The General Directorate of National Budget is one of the pillars of public financial management, which has always made efforts to ensure financial discipline and is responsible for preparing the national budget, implementing the national budget and monitoring and reporting on the national budget. After the political developments and the coming to power of the Islamic Emirate of Afghanistan, despite the cut-off of international aid to Afghanistan, the General Directorate of National Budget was able to provide allocations and adjustments for the implementation of salaries and essential expenses of government agencies from domestic resources without relying on international assistance.
Job Description:
Providing advice and technical assistance on matters related to the effective implementation and enforcement of the national budget, monitoring the actual spending of approved appropriations, and evaluating budget proposals of ministries and government departments.

Specialized tasks
- Providing advice and technical assistance to the Head of Budget Implementation in the area of monitoring and ensuring the implementation of the provisions of the Public Finance and Expenditure Administration Law for the implementation of budget unit allocations.
- Provide necessary advice and guidance to ensure transparency in the implementation of budget unit allocations to relevant authorities in accordance with the national budget approval
- Providing necessary advice and guidance to provide answers to the offices, ministries, and departments.
- The three types of municipal budget figures, their calculation and implementation methods
- Providing necessary advice and cooperation in implementing allocations and adjustments of budget units for the purpose of implementing the national budget.
- Collaborate in overseeing the implementation of miscellaneous code allocations to strengthen the accountability process.
- Cooperating in reviewing the proposed budget for the new year of the budget units’ departments in order to stabilize the figures in the adjustment of codes 22, 21, and 25.
- Collaborate in identifying and forecasting the budget needs of budget units based on the annual work plan for the purpose of implementing the national budget.
Management tasks
- Preparing and arranging monthly, quarterly and annual work plans in accordance with the department’s general plan, in order to achieve the department’s set goals.
- Providing monthly, quarterly and annual reports, and when necessary, on the activities and achievements of the relevant department, in order to inform the leadership.
- Performing other duties assigned by competent authorities in accordance with the laws, regulations and objectives of the department.
Coordination tasks
Coordination and communication with relevant departments and other relevant departments for better coordination of affairs.
Employment requirements (educational level and work experience)
This bill of duties has been prepared in accordance with Articles (7, 8, and 34) of the Civil Service Employees Law with the following conditions and criteria:
Field of study: Having at least a bachelor’s degree in the fields of (Economics, Financial Management, Business Administration, Finance and Accounting, National Economic Planning, ACCA, CA, CPA, CIA ACCA, CA, CIA, CPA, and higher degrees in the aforementioned fields are preferred.
Work Experience: Having at least two years of work experience related to the job for a bachelor’s degree from national and international institutions inside or outside the country.
Required skills: Fluency in one of the official languages (Pashto or Dari) and familiarity with English; and computer skills in job-related applications.
