The General Directorate of National Budget is one of the pillars of public financial management, which has always made efforts to ensure financial discipline and is responsible for preparing the national budget, implementing the national budget and monitoring and reporting on the national budget. After the political developments and the coming to power of the Islamic Emirate of Afghanistan, despite the cut-off of international aid to Afghanistan, the General Directorate of National Budget was able to provide allocations and adjustments for the implementation of salaries and essential expenses of government agencies from domestic resources without relying on international assistance.

Coherence and coordination of reform programs, analysis of national budget breakdown and improvement of the quality of affairs  

Job responsibilities and qualifications

Specialized tasks 

• Arranging monthly, quarterly and annual work plans in accordance with the department’s plan to achieve planned goals.
• Analyzing and analyzing the effectiveness of planning and implementing reform mechanisms in the national budget system in order to create efficiency and effectiveness in policy development and implementation of work programs.
• Ensuring the implementation of scientifically analyzed and analyzed programs in the budget plan section in order to take timely action by officials and enrich the budget process.
• Provide professional advice to the departments responsible for budget preparation in accordance with policies to address shortcomings in reform plans in regular and development budget preparation
• Expressing opinions on the analysis and unification of plans collected from government institutions for enrichment and finalization.
• Ensuring that plans are referred to the relevant authorities for further action after analysis and approval by the Ministry of Finance.
• Overseeing the process of coherence, coordination and implementation of national budget reform programs to ensure timely and quality implementation
• Monitoring the quality of performance of affected employees in order to take further measures and improve the quality of work efficiency.
• Performing other duties assigned by competent authorities in accordance with the laws, regulations and objectives of the Ministry.

Employment conditions

This job description has been prepared in accordance with Articles (7, 8, and 34) of the Civil Service Personnel Law and Clause (7) of Article 14 of the Recruitment Procedure with the following minimum conditions and criteria:

Field of study : Having at least a bachelor’s degree in one of the fields (public administration, business administration, educational management, governance, ACCA, CIA, CPA, economics, public management, financial management,,

Accounting) from national and international educational institutions inside or outside the country, higher degrees in the above-mentioned fields are preferred.

Work experience : At least one year of work experience related to the job for a bachelor’s degree from national and international institutions inside or outside the country.

A candidate with a non-major in the field with at least five years of work experience that is completely related to the job is eligible for this position.

Required skills

Fluency in official languages ​​(Pashto, Dari) and familiarity (writing and speaking) with English.
