The General Directorate of National Budget is one of the pillars of public financial management, which has always made efforts to ensure financial discipline and is responsible for preparing the national budget, implementing the national budget and monitoring and reporting on the national budget. After the political developments and the coming to power of the Islamic Emirate of Afghanistan, despite the cut-off of international aid to Afghanistan, the General Directorate of National Budget was able to provide allocations and adjustments for the implementation of salaries and essential expenses of government agencies from domestic resources without relying on international assistance.
Job Description:
Implementing allocations and adjustments in accordance with the approved budget of departments, monitoring the actual spending of allocations, and classifying departmental budgets and funding sources.

Specialized tasks
- Implement allocations in accordance with the budget (ordinary, development and extraordinary codes) of the fiscal year for ministries and agencies, as well as record (DAD, SBPS) budget information in financial systems
- Relevant department to achieve planned goals
- Implementing normal and developmental adjustments in accordance with the budget approval, budget implementation regulations, and other applicable laws of the country.
- Carrying out administrative affairs of departments and ministries under the guidance of the relevant officer for timely execution.
- Collect information on how the relevant ministries are implementing their financial plans to achieve the planned goals.
- Tracking and identifying problems related to the non-spending of funds allocated for projects of relevant ministries to maintain transparency and efficiency of work
- Participation in internal meetings of budget units and donors regarding financial issues of relevant departments.
- Providing information regarding development projects of budget units to the Sector Head, Chief Executive Officer and General Director of the National Budget, Ministry leadership and other competent officials of the Ministry.
- Participation in seminars and workshops related to finance and budgeting (inside and outside the country) to familiarize yourself with the new system and transfer experiences to employees.
- Assist and cooperate in relation to budget classification and budget forms used for allocations and adjustments in order to facilitate and inform budget units.
- Preparing and calculating the annual budget of relevant departments and preparing reports for the budget committee during budget hearings.
- Assisting and cooperating with the sector manager in organizing and collecting figures and information for preparing the annual budget, mid-year review, and in relation to forecasting the budget for the following fiscal year for effective and timely implementation.
- Implementation of the regular and development budget adjustment forms of budget units in accordance with the budget implementation guidelines and regulations. Implementation of the regular and development financial plan forms (Financial Plan, B3, B20, B10) in accordance with the approval of the regular, development budget and extraordinary codes.

Management tasks
Preparing and arranging monthly, quarterly and annual work plans in accordance with the department’s general plan, in order to achieve the department’s set goals.
Providing monthly, quarterly and annual reports, and when necessary, on the activities and achievements of the relevant department, in order to inform the leadership.
Performing other duties assigned by competent authorities in accordance with the laws, regulations and objectives of the department.
Coordination tasks
Close communication and coordination with relevant budget units in solving budget problems, close assistance and cooperation with colleagues of budget units in order to improve the implementation of the national budget in a transparent and better manner
Assist and collaborate with sector colleagues and share experiences and information as needed. Establish close relationships with sector staff, the Executive Directorate of Budget, and the General Directorate of National Budget.
Participation in coordination meetings and internal budget committees of departments for further coordination.
Employment requirements (educational level and work experience)
This bill of duties has been prepared in accordance with Articles (7, 8, and 34) of the Civil Service Employees Law with the following conditions and criteria:
Field of study: Having at least a bachelor’s degree in economics, financial management, business administration, finance and accounting, national economic planning.
CA, ACCA, CIA, CPA
And higher degrees in the aforementioned fields will be given preference.
Work Experience: Having at least one year of work experience related to the job for a bachelor’s degree from national and international institutions inside or outside the country.
Required skills: Fluency in one of the official languages (Pashto or Dari) and familiarity with English; and computer skills in job-related applications.
