Qualifications:

The General Directorate of National Budget is one of the pillars of public financial management, which has always made efforts to ensure financial discipline and is responsible for preparing the national budget, implementing the national budget and monitoring and reporting on the national budget. After the political developments and the coming to power of the Islamic Emirate of Afghanistan, despite the cut-off of international aid to Afghanistan, the General Directorate of National Budget was able to provide allocations and adjustments for the implementation of salaries and essential expenses of government agencies from domestic resources without relying on international assistance.

 

Job Description:

Facilitating and implementing the plans of the Provincial Budgeting Department in the budgeting process, maintaining, monitoring and registering public assets, and holding consultative meetings.

Job Requirements:

Job responsibilities and qualifications

Specialized tasks

Launching consultative councils (government with the people regarding the budget structure) in coordination with provincial sectors and experts

Reviewing provincial budget proposals for new projects and budget allocations for them

Review of budget proposals for the maintenance and care of central and provincial departments

Pricing for the maintenance budget and public assets of departments in relation to vehicles and repairs

Providing direct communication using contemporary technology to provide professional opinions and advice and address provincial budget problems.

Creating reinforcement programs to improve the capacity of central and provincial employees

Arranging, adjusting and updating the economic profiles of the provinces

Coordination with central branches and provincial sectoral departments to evaluate and provide accurate reports on the implementation of the budget plan and arrangement.

Management tasks

Preparing and arranging the monthly, quarterly and annual work plans of the relevant department in accordance with the general plan of the department, in order to achieve the set goals of the department.

Supervision and control of the performance of subordinate employees in accordance with the general plan of the department.

Management, performance evaluation, determining training needs and improving the capacity of employees and affected departments

Performing other duties assigned by the competent authorities in accordance with the laws, regulations and objectives of the relevant department.

Coordination tasks

Providing communication and coordination with provincial departments to consider their requests and solve their budgetary problems.

Employment requirements (education level and work experience)

This bill of duties has been prepared taking into account Articles (7, 8, and 34) of the Civil Service Employees Law with the following minimum conditions and criteria.

Field of study: Having a minimum bachelor’s degree in one of the following fields: Economics, Business Administration, Financial Management, Accounting, Public Administration, Public Policy, Accounting (CA, ACCA, CIA, CPA) from national and international institutions from within or outside the country, higher degrees are preferred.

Work experience : At least two years of work experience related to the task from national and international institutions inside or outside the country.

Required skills

Fluency in one of the official languages ​​(Pashto or Dari) and English

Computer skills in job-related applications
