The General Directorate of Real Estate has played a better role with the existing capacity to manage and effectively use government properties, which has led to an increase in government revenues.
This department, having specific procedures, contract formats, and standard terms and conditions, carries out its related affairs transparently during the contract stages in accordance with the Land Management Law and other applicable laws and procedures. Through the GIS system, the matters of determining the area of properties in a standardized manner and recording it in a regular and transparent manner in the database system are carried out by professional and experienced employees in accordance with the policy of the Islamic Emirate of Afghanistan.

Review, evaluation, and technical advice on contracts and construction matters to the General Directorate of Government Properties

Job responsibilities and authority
Specialized tasks
- Reviewing the technical specifications of project documents and contracts
- Conducting feasibility studies for construction projects to increase the Ministry of Finance’s revenues
- Providing and advising on technical issues and construction contracts to the General Directorate of Government Properties
- Reviewing investment plans submitted by investors to the General Directorate of State Property
- Collecting and analyzing market data to determine the economic value of government properties and assets
- Establishing regular communication with relevant departments, consultants, and contractors in order to effectively implement projects.
- Addressing problems and issues and adopting technical solutions for the General Directorate of State Properties
- Supervise and advise on the implementation of technical survey methods to establish the location, boundaries, and characteristics of government properties.
- Coordinate with departments and stakeholders to arrange, analyze, and evaluate feasibility studies for government property construction projects.
- Participate in meetings to explain progress of problems and suggestions in coordination meetings
- Preparing and submitting regular reports on the physical and financial progress of projects to the General Directorate.
Management tasks
Preparing and arranging monthly, quarterly and annual work plans in accordance with the general plan of the department, in order to achieve the set goals.
Providing monthly, quarterly and annual reports, and when necessary, on the activities and achievements of the relevant department, in order to inform the leadership of the department.
Performing other duties assigned by competent authorities in accordance with the laws, regulations and objectives of the department.
Coordination tasks
Ensuring coordination between relevant departments, departments within the office and outside the office on issues
Employment requirements (educational level and work experience)
This bill of duties has been prepared in accordance with Articles (7, 8, and 34) of the Civil Service Employees Law with the following conditions and criteria:
Field of study: Having a minimum bachelor’s degree in the fields of (structural engineering, civil engineering, construction management), and higher degrees in the aforementioned fields are preferred.
Bachelor’s degree work experience Five years Master’s degree two years Doctorate one year of job-related work experience
Required skills: Fluency in one of the official languages (Pashto or Dari) and familiarity with English; and computer skills in job-related applications.
