Qualifications:

The General Directorate of Real Estate has played a better role with the existing capacity to manage and effectively use government properties, which has led to an increase in government revenues. 

This department, having specific procedures, contract formats, and standard terms and conditions, carries out its related affairs transparently during the contract stages in accordance with the Land Management Law and other applicable laws and procedures. Through the GIS system, the matters of determining the area of ​​properties in a standardized manner and recording it in a regular and transparent manner in the database system are carried out by professional and experienced employees in accordance with the policy of the Islamic Emirate of Afghanistan.

 

Job Description:

Proposing solutions to resolve legal issues, verifying the terms and conditions of contracts, and preparing valid documents in cooperation with relevant departments.

Job Requirements:

Job responsibilities and authority

Specialized tasks

Taking legal measures regarding documents of problematic and usurped state properties between this department and legal and natural persons, and remaining files and problematic contracts in accordance with the principles and laws in force in the country.

Arranging specific legal proposals and aiming to resolve the issues of problematic, usurped property documents, contracts and problematic residuals.

Adopt effective measures to review documents of usurped properties, under dispute, to release properties from usurpers and contracts and to resolve the remaining issues.

Adopting effective measures in relation to the pursuit and follow-up of disputed and usurped properties between natural and legal persons and contracts and the persistence of a problem in order to resolve it in accordance with the principles and laws in force in the country.

Participating, when necessary, in administrative meetings in collaboration with representatives of Emirati departments in order to create a spirit of understanding and common interests between the parties to the dispute and to obtain solutions to the assigned issues.

Checking the terms and conditions of the contract with the procedural provisions of government property contracts and other applicable laws of the country.

Arrangement of some private articles of the contract and the contract, taking into account the specific state of the property

 Preparing materials for amending procedures, terms and conditions, contracts and guidelines in cooperation with relevant departments.

Investigating legal problems in cases submitted by the relevant authority and arranging solutions with specific recommendations.

Management tasks

Preparing and arranging monthly, quarterly and annual work plans in accordance with the general plan of the department, in order to achieve the set goals.

Providing monthly, quarterly and annual reports, and when necessary, on the activities and achievements of the relevant department, in order to inform the leadership of the department.

Performing other duties assigned by competent authorities in accordance with the laws, regulations and objectives of the department.

Coordination tasks

Ensuring coordination between relevant departments, departments within the office and outside the office on issues

Employment requirements (educational level and work experience)

This bill of duties has been prepared in accordance with Articles (7, 8, and 34) of the Civil Service Employees Law with the following conditions and criteria:

Field of study: At least a bachelor’s degree in the fields of (law, political science, Sharia, and other related fields), and higher degrees in the aforementioned fields are preferred.

Bachelor’s degree work experience Five years Master’s degree two years Doctorate one year of job-related work experience

Required skills: Fluency in one of the official languages ​​(Pashto or Dari) and familiarity with English; and computer skills in job-related applications.
