Scope of Work:
The overall goal of this consultancy is to facilitate and strengthen the L&D Working Group and provide technical supports to the Alliance’s capacity strengthening efforts led by other WG, Task Forces and initiatives. The consultant will work with the Alliance coordinators and the Lead Agencies’ representatives on the strategy, management, and direction of learning and development across the Alliance. The consultant is expected to perform following functions in line with the L&D WG workplan objectives for the 2021-2025 strategic period:
Competency based learning
- Maintain an overview of child protection capacity needs and gaps within humanitarian settings across regions updating the CPHA Learning Resources Mapping and CPHA Competency Development Guide
- Develop an advocacy paper on the relevance of capacity strengthening for improved protection outcomes for children
- Identify learning needs on climate crisis intersectionality with child protection in humanitarian action and develop relevant learning objectives with associated learning opportunities where feasible
Increase access to learning and development opportunities
- Organize and deliver at least 4 trainers’ workshops
- Develop and pilot Training of Trainers for CPHA-CPMS, Frontliner and Prevention learning packages
- Review Kaya share learners and facilitators pathways to inform improvements to be made
- Ensure timely information-sharing about learning opportunities (i.e. trainings, webinars, conferences)
Increase capacity sharing opportunities
- Continue to moderate community of practice
- Initiate a pairing / buddy system for sharing of learning between local and international actors
- Organize events to promote sharing of programmatic lessons learnt led by LNGO
Increase cooperation with tertiary level institutions
- Explore potential partnerships with tertiary learning institutions and establish one to pilot a CPHA curricula
Support Alliance Working Groups, Task Forces and Initiatives
- Support finalization and upload of CPMS E-course in Ukrainian and Polish
- Support development and upload of new CPMS E-course modules
- Support development of a Working Across Sectors Competency Framework for non CPHA Actors
- Support UASC Task force with the development of social workforce training modules on UASC
- Support design, planning and roll out of Family Strengthening Task Force Webinar Series
- Support Cash and Child Protection online learning and webinar series
L&D WG facilitation and Alliance Annual Meeting
- Organize and Deliver at least 5 L&D WG calls and circulate minutes including agreed actions
- Deliver orientation sessions for new members, especially those from local/national organizations and/or with a learning and development skills set, to encourage active participation
- Ensure communication and updates to the members of the L&D Working Group
- feed into the newsletters of the Alliance and circulate minutes or recording
- Write L&D WG annual report based on M&E framework developed and other donor reports as required
- Provide annual updates of the 2021-2025 Workplan for 2024 and 2025
- Support delivery of the external Annual Meeting

Qualifications
Education:
- Master’s degree in Education, pedagogy/andragogy, social work, social sciences, public affairs, human rights/humanitarian law, or other relevant disciplines.
Work experience:
- In-depth knowledge and experience of training development and delivery, particularly in humanitarian setting
- Minimum of 8 years of progressively responsible, professional work experience on adult learning at the international level, including working in challenging contexts
- Experience working with governments, coordination groups and other key CP stakeholders/actors at national level
- Knowledge of the IASC humanitarian cluster approach
- Experience of working in a highly collaborative environment with minimal direct supervision
- Understanding of the work of the Alliance and its L&D related activities
