Task description
Under the general supervision of the Regional MER Specialist and the direct supervision of the EWASME Project Coordinator, the Project Associate will work closely with the EWASME team within the Regional Bureau and UNDP Country offices as well as with the various stakeholders including the Islamic Development Bank (IDB). 1) Support for program implementation and logistical support:  Participate and contribute to EWASME project workshops and meetings  Monitor current activities in relation to operations and country offices: procurement, recruitment, organization of missions, transfer of funds, etc.  Support the organization of project-related meetings and workshops in Dakar and in beneficiary countries in coordination with country focal points and national M&E analysts.  Support the organization of meetings, training and all events related to the implementation of the project and ensure that all logistical aspects of the organization of workshops, webinars and meetings are anticipated and taken into account charge before, during and after the holding of these webinars and meetings (sending invitations; follow-up to confirm participation; acquisition of all materials/services necessary for the meetings and webinars, such as refreshments, communication equipment, audio equipment, translation services, etc. 😉  Support the preparation of meeting documents and reports;  Support the implementation of MER activities and those of the HUB in relation to the teams involved 2) Administrative and financial management support for the project:  Maintain the administrative and financial documentation of the project in electronic and/or paper format (including financial documents such as vouchers and purchase orders), in accordance with UNDP policies and guidelines.  Maintain and regularly update the project counterpart contact database.  Provide communications support (electronic and paper correspondence, etc.) to all project staff.  Facilitate logistical support in carrying out project and Hub activities.  Assist the project in planning, formulating and monitoring the project budget.  Ensure full project compliance with UNDP rules and regulations on financial processes, financial records, reporting and auditing, as well as effective internal control frameworks.  Assist the project in budget reviews on Quantum and monitor project delivery using Quantum and other tools.  Maintain an activity-based expenditure table to track expenditure in real time, ensure expenditure is in accordance with the approved Annual Work Plan (ATP).  Perform an analysis, if necessary, projection of expenditures based on the gap between actual expenditures and the annual work plan and keep the UNDP coordinator and the EWASME project team in the country offices informed of the risk of under-achievement.  Provide information/reports on the financial/accounting situation of the project and propose solutions to improve the situation.  Ensure financial/accounting data is accurate in Quantum and take timely corrective action for erroneous data.  Verify the accuracy of Combined Delivery Reports.  Provide financial reporting and analysis required for reporting to donors.  Verification and reconciliation of various expense reports from the responsible party(ies).  Prepare payment requests.

Candidate must be a national or legal resident of the country of assignment.

Requirements
Required experience
3 years of experience at national and/or international level in administration, finance, event management or other relevant programs; experience with Quantum is an asset, as is experience working within the UN or other international development organizations.  Education: Bachelor’s degree in project management, social sciences, economics, business administration, development studies or a related field. A master’s degree is desirable.  Excellent writing and grammatical skills and, more generally, the ability to write convincing administrative documents.  Very good knowledge and experience of Quantum PPM and UNDP operational processes.  Excellent oral and written skills; excellent writing, formulation and reporting skills.  Precision and professionalism in the production and editing of documents.  Excellent interpersonal skills; cultural and social sensitivity; ability to work inclusively and collaboratively with different partners, including members of local communities, religious and youth organizations, as well as authorities at different levels; familiarity with communication for development tools and approaches.  Ability to work and adapt professionally and efficiently in a demanding environment; ability to work effectively within a multicultural team composed of international and national staff.  Strong general computer skills, including proficiency in various MS Office applications (Excel, Word, etc.) and email/Internet; familiarity with database management and office technology equipment.  Autonomous, ability to work with minimal supervision; ability to meet tight deadlines.  Desirable: Fluency in French and working knowledge of English. Full bilingual skills are desirable. Working knowledge of another UN language is desirable.  Strong security awareness.  Affinity or interest in private sector development, food security, growth of small and medium enterprises, agriculture.
