DESCRIPTION OF DUTIES

The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda: Perform project financial analysis of funding received by the Programme and summaries for decisions making par the Management and provide guidance on the utilization in compliance funding requirements Proactively support the VPD team lead to prepare high level financial reports of all VPD grants in addition to other technical reports as requested In collaboration with VPD staff, facilitates the effective financial management of grants by cross-checking on the implementation of agreed objectives and results within the scope of approved budgets and work plans and prepare financial analysis reports Create forms and spread sheets to monitor, analyze financial data on a monthly, quarterly and annually basis Help develop standardized financial management and reporting tools aiming at reinforcing internal control and financial risk management to ensure adequate and timely funds utilization. Identify, document and share best practices on the implementation and management of grants to support VPD Programme to build staff capacity in relation to grant compliance and reporting requirements Verify and provide budgetary clearance to project proposals, correspondence and requests and ensure compliance with relevant financial regulations, policies and procedures Detect financial gaps, and recommend remedial or alternative action as appropriate Developing initiatives and policies that may contribute to improve financial implementation of grants Ensure reprogramming of funds and preparation of expenditure batches, while maintaining speedy response to technical units’ requests. Participate in the biennial Programme Budget development and implementation for VPD programme and UCN cluster Provide briefings on finance status of all grants to enable strategic decision making by senior management Develop, update and maintain an accurate tracking system of all financial activities connected with the VPD programme Brief/debrief staff members and non-staff, including VPD management, on relevant financial and budgetary rules and procedures. Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: First university degree in Accounting/Finance, Project Management, Public Policy, Economics or any other related fields.
Desirable: Further training in International Development, business administration or other relevant field

Experience

Essential: At least two (2) years’ experience working with diverse stakeholders, including government, non-governmental and civil society organizations in grants management, project management and the grant making process. Experience in supporting capacity development of country offices to enhance their reporting skills. Experience in results-based management (RBM). Experience in Excel.
Desirable: Experience with electronic management of data. Experience with intergovernmental agencies, the UN System or WHO and knowledge of national, regional and global partnerships and networks.

Within the context of the immunization agenda 2030 and the AFRO Regional Immunization Strategic Plans, the candidate is expected to have demonstrated knowledge & experience in project management, monitoring and evaluation, information gathering, management of data and reporting; Strong expertise in the analysis, organization and oversight of costs and expenditures to ascertain compliance and determine impact and results of awarded grants; Expertise in developing and promoting cooperative relationships externally with implementing partners and internally with colleagues at all levels, including the capacity to motivate others and work under pressure to meet defined deadlines; Prior experience supporting work planning with proven ability to “think outside the box” and to resolve problems in a proactive manner; Proven organizational and presentation skills and the ability to write in a clear and concise manner combined with a commitment to quality and client orientation including the ability to facilitate training and build capacity; Excellent interpersonal skills with ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics. Diplomacy, tact and courtesy.

Use of Language Skills

Essential: Expert knowledge of English. Intermediate knowledge of French.
Desirable: Intermediate knowledge of Portuguese.
The above language requirements are interchangeable.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2175 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
