Duties and Responsibilities
Reporting directly to National Project Manager and working closely with other technical project team, the Programme Manager for Natural Resources Management Cluster and the Global FOLUR team.
The organigram in Annex shows the position of this function within the office and unit structure. The Technical Officer-ILM will ensure effective and consistent implementation of the activities in the target jurisdictions and facilitate mainstreaming of the integrated landscape management approach (ILM) among national and subnational level stakeholders.

Effectively manage implementation of activities related to Integrated Landscape Management (ILM) project specified outputs, at national and landscape (district) level activities.

  • Ensure consistency and coherency of integrated landscape management approaches across the project jurisdictions.
  • Identify opportunities for synergies on complementary initiatives and advising the National Project Manager.
  • Coordinate the work of the Provincial and District Coordinators.
  • Advise and support the Provincial and District Coordinators on data collection for monitoring of outreach activities and related quarterly and annual progress reporting.
  • Oversee and advise on processes of spatial/land use planning at different levels, in accordance with the principles of the jurisdictional approach and integrated landscape management.
  • Support in the drafting of ToRs for related expert consultants, meetings and workshops;
  • Identify critical issues, troubleshoot problems, and develop solutions to the overall process of landscape activities implementation where relevant;
  • Support the National Project Manager in ensuring the effective monitoring of conservation and restoration related implementation work streams in accordance with the approved project work plan;
  • Prepare high quality and result-oriented progress reports to be submitted to UNDP Country Office (i.e. project Assurance), if required;
  • Provide inputs and data for external project reports if required by the project Assurance Team.
  • Ensure compliance of the landscape level activities with the UNDP Social and Environmental safeguards
  • Keeping abreast of local environmental concerns and priorities as well as the socio-economic conditions and trends and relating their impact on the FOLUR project and advising the National Project Manager.

Provide technical advisory services in the implementation of various activities related to ILM at national and landscape level

  • Facilitate and provide technical advisory services in the development of technical guidance for integrating ILM in business and other activities related to commodity development
  • Provide technical and strategic advisory support in the identification of priority locations and interventions in target jurisdictions, specifically related to mainstreaming ILM target of project, including building local stakeholder’s capacity related to ILM
  • Lead in generating knowledge products such as best practices and lessons learnt for knowledge sharing; and contributes to knowledge networks and communities of practice, particularly related to ILM aspect of project
  • Participate in training and technical discussion as organized by Global FOLUR or other organizer as relevant.

Required Skills and Experience
Education:
  • Advanced university degree (master’s degree or equivalent) in Agriculture, Economics, Development Studies, Forestry, Social and Political Sciences, or related fields, is required or
  • A first-level university degree (bachelor’s degree) in Agriculture, Economics, Development Studies, Forestry, Social and Political Sciences, or related fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience:
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in the field of sustainable agriculture, environment and/or natural resource management, and climate change
  • Excellent inter-personal and team building skills; Good organizational skill,
  • Excellent ability in writing reports, summarizing papers, and delivering presentations to international and national audiences
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
  • Knowledge and experience in relevant thematic area
  • 2 years of experience on conservation and restoration issues. including on topics of high conservation value and land restoration at the global and national level would be asset
  • Experience in liaise, coordinate and work with NGOs, private sector an in particular, government entities; private sector and/or smallholders
  • Experience in  organizing  and facilitating  multi-stakeholder meetings and workshops
  • Experience in implementation of projects that have components on land and biodiversity conservation, forest and land restoration, sustainable  development,   environmental  policy,  environmental management,  climate  mitigation  or project management is an advantage.
  • Experience in managing/coordinating  development projects or providing technical expertise at UNDP and/or other UN agencies is an advantage.

Language Requirement:

  • Fluency in English and Bahasa Indonesia is required.
