How can you make a difference?

The Education Section at UNICEF’s East Asia and Pacific Regional Office is seeking an individual consultant with a background in climate change and education in emergencies to advance work on Climate-Smart Education (CSE) and education in emergencies in the region through coordination, planning, monitoring and evidence generation on/for CSE in the region. The consultant will work in the Education section but work closely with the WASH section and climate focal points in the Regional Office as well as with education, emergency and climate focal points in the country offices throughout the East Asia and Pacific Region.

Work assignment (remote), expected deliverable and Delivery schedule:

This consultancy will help to advance the work that the Regional Office has begun on climate-smart education and education in emergencies, focusing on technical support to CO and generating a clear roadmap to accelerate climate resilience building for education services and systems, as well as the development of key regional public goods. The consultancy will consider cross-cutting issues such as gender and disability inclusion in Climate-Smart Education and Education in Emergencies. While work is home-based, regular meetings at UNICEF EAPRO and some duty travel will be expected and required. Thus, Bangkok-based candidates will have an advantage during the recruitment process.

Assignment 1: Support to the Coordination of and resource mobilization for Climate-Smart Education

1.1 Climate Smart Education regional events planned and implemented (at least 3 throughout the contract duration). For example, One learning roundtable webinar organized with Country Offices. One regional event (i.e. APFSD side event) contributed to with planning and logistical support. One multi-stakeholder learning webinar arranged.

1.2 Climate proposals contributed to in coordination with country offices and EAPR sections (Education, WASH, ECD, etc.).

1.3 Provide technical support as requested by supervisor for Climate-Smart Education.

Expected deliverable and delivery schedule:

1.1 Event reports (3) – October 2025

1.2 3 proposals contributed to with CSE inputs (this includes multi-country proposals) – October 2025

1.3 Monthly reports

 

Assignment 2: Support the Education section and country offices in EAPR to monitor and report on Climate-Smart Education initiatives

2.1 Maintain and update the Green Education Database and other related CSE databases for results, targets, reporting and planning in coordination with Country Offices and ECD

2.2 Review and revise as needed EAPRO CSE indicators for results framework; and advise and develop guidance for CSE initiative indicators in consultation with key staff.

2.3 Identify climate-friendly EMIS indicators including but not limited to infrastructure indicators, and promote WASH in schools EMIS indicators; and develop guidance that can be used as a starting point for Country Offices

Expected deliverable and delivery schedule:

2.1 Quarterly updated database – quarterly

2.2 Guidance note on CSE indicators finalized with methodology, calculation, disaggregation levels, and instructions on how and when to report against the results framework as well as against CSIs with PIDB markers – April 2024

2.3 Climate-Friendly EMIS indicators (with WASH in Schools EMIS indicators) developed, tested and finalized and 1-2 page guidance note on indicators definition and methodology developed – June 2024

 

Assignment 3: Support evidence generation and technical guidance on climate-smart education in the region

3.1 Analyse and identify key evidence to be shared with KM focal point for the creation of powerful visual products on CSE in the region

3.2 Develop Human Interest Stories, blogs and other advocacy, visibility and communications products related to Climate-Smart Education (taking into consider gender and disability). Provide inputs into RO Comms/Edu Advocacy Plan and follow up.

3.3 Develop impact evaluation report on key CSE initiatives.

3.4 Revise existing CSE EAPRO guidance on implementing climate-smart education to include regional initiatives, drawing on the UN SCAP, to provide tailored guidance on developing and scaling up CSE initiatives including but not limited to a step-by-step approach to: a) improving resilience, b) reducing emissions, c) creating transformational change across the education sector. Guidance will also include: a short 6-page overview on climate-smart infrastructure models; 4-page tool for assessing school and early learning center vulnerability to climate change and mitigation capacity.

3.5 Based on 3.4, revise and/or develop a country-specific Cost Model for Climate-Smart Education services including procurement and supply delivery, service provision of green skills education and training and sectoral planning

3.6 Research evidence on climate impacts on education sector

3.7 Prepare an advocacy brief on Climate-Smart Education

3.1 Analysis of prioritization of key evidence submitted in matrix format – September 2025

3.2 2 blogs and 3 Human Interest Stories drafted and published – September 2024; September 2025

3.3 30-page Impact Evaluation Report – May 2025

3.4 60-page Guidance Document – September 2024

3.5 15-page Climate-Smart Education Cost Model – July 2025

3.6 27-page literature review/situation analysis on Climate impacts on Education by country (approximately 1 page per country) – January 2025

3.7 8-page advocacy brief – July 2024

 

Assignment 4: Support Country Offices with technical expertise on Education in Emergencies, including Early Childhood Development and inclusive education

4.1 Revise and finalize learning materials on Education in Emergencies and Climate Change.

4.2 Provide technical support to COs and represent Education and ECD in Education in Emergency preparedness and response planning, including in the preparation and monitoring of emergency response plans, preparation of Humanitarian Action for Children (HAC) and resource mobilization related to EiE; updating of Emergency Preparedness Platform (EPP); as well as ad hoc requests. Technical support includes disability inclusive education in emergencies.

4.3 Providing inputs and support to drafting reports and analysis of regional and country-level result related to EiE, CSE and ECDiE.

Expected deliverable and delivery schedule:

4.1 1 module to be developed and then shared through 2 learning webinars and capacity building workshops as requested –  March 2024

4.2 Included in monthly reports – ongoing

4.3 Inputs to reports, quality assurance of EiE data and results reporting – February 2025

 

Duration of Contract:  22 January 2024 – 21 October 2025

 

Duty Travel:  Bangkok-based or regional-based applicants will have a competitive advantage. Limited duty travel to country offices may be required for deliverables

 To qualify as an advocate for every child you will have…
– An advanced university degree in one of the following fields: education, public policy, environmental and/or social sciences; and work experience in another

– At least 5 years of experience working in education and/or programme management with some experience in climate change or energy or vice versa

– Proven experience of high-quality report writing and documentation

– Excellent skills in coordination across sectors

– Fluency in English (verbal and written)

– Based in Bangkok is an advantage

– Previous work with UNICEF
