Scope of Work:

Under the supervision of the Service Delivery Specialist, Social Policy (HCT), the consultant is expected to Design and develop a public facing website that:

  1. Showcases the impact and insights of UNICEF cash-based interventions via HOPE MIS.
  2. Share case studies, testimonials, lessons learnt and best practices of implementing children centred beneficiary management MIS.
  3. Provide information on existing and forthcoming functionalities of HOPE MIS to external users.
  4. Communicate opensource repository location and provide relevant contacts for additional information.
  5. Increase advocacy of UNICEF cash-based interventions and attract funding.

Additionally, the website will be hosted on Acquia Cloud Enterprise and developed using UNICEF approved codebase, the consultant must observe and implement the following:

  1. Web/graphic design:
  1. Create an interactive and user-friendly site hosted at unicef.org/hope using Drupal and unicef.org codebase.
  2. As part of the UNICEF.org ecosystem the site will utilize existing styles, conventions, and components from the global UNICEF.org, including the treatment of fonts, colours, branding and global navigation, refer to Annex B.
  3. Provide a contemporary User Interface (UI) design in line with UNICEF’s brand guidelines and best industry practices, and layout with intuitive navigation.
  4. The UX should offer easy to expand, collapse feature for topics, filters, or dashboards
  5. The Source design files will be made available for reference and final designs may be subject to approval by the Global Communication and Advocacy Division
  1. Integration with Social Platforms:
  1. Implement functionalities that allow users to easily share content from the website to various social media platforms.
  1. Accessibility
  1. The site should follow UNICEF Accessibility Standards based on WCAG 2.0 AA, refer to Annex C.
  1. Language Support
  1. The site will be produced in English first
  2. The site must support Left to Right and Right to Left, the initial site will be in English with provision for translations to Arabic, French and Spanish
  1. Content and functionalities
  1. Background on the HOPE project
  2. Information on events
  3. HOPE usage analytics
  4. Platform architecture and source code
  5. Success stories and lessons learnt
  6. FAQ section
  7. Media Gallery
  1. Technical enhancements
  1. Responsive design and implementation
  2. Compatibility with different browsers
  3. Improved search by keyword/suggestions
  4. Mobile-first and tablet-friendly layout and navigation
  5. Optimization for in low bandwidth connections
  1. Search engine optimization and analytics
  1. The site needs to be in line with UNICEF SEO standards, refer to Annex D
  2. The site should support the use of friendly multilingual URLs
  3. The consultant should implement tracking via Matomo Analytics and dashboard to include basic information, such as: bounce rates, page views, top referrals, number of visitors, location, etc.

H. Robust search functionality

  1. Provide design for industry standard searchability functions such as predictive search, auto complete, faceted search.
  2. Search functionality should allow users to search for content based on relevance to the search word topic, country, type of content, etc.
  3. Search function should search full text of document plus metadata.
  1. Security
  1. The final product must adhere to UNICEF Security Policy and recommendations, refer to Annex E for full requirements.
  2. The vendor should share security assessment plan, used tools, and the assessment reports.
  1. Development, hosting and Drupal distribution
  1. UNICEF has chosen Drupal as its corporate CMS and Acquia as hosting and support vendor. The selected vendor will use the hosting infrastructure provided by UNICEF.
  2. The selected vendor must use UNICEF gold repo codebase (Drupal core+common contrib and custom modules).
  3. The selected vendor must follow UNICEF’s Drupal Development Standards provided in Annex F.
  1. Quality assurance
  1. Prior to commencing development, the consultant should share a test plan.
  2. Refer to Annex G: UNICEF standardized test plan that includes detailed information on the different functional and non-functional tests.
  3. Additionally, refer to Annex H: Recorded non-functional tests; however, vendors are highly encouraged to expand them to the needs.

L. Page load time and low bandwidth

  1. The system should be optimized in all different layers (CMS implementation, database and page caching, frontend markup, server settings, etc.).
  2. Ensure a low page load time (<3 sec) and proper display and performance in low-bandwidth environments.
  1. Browser compatibility
  1. The public website and the CMS should be supported by the current and the two previous versions of Chrome, Edge, Mozilla, and Safari.
  1. Documentation and Training
  1.  The consultant should provide all needed documentation related to site and design development.
  2.  The consultant is expected to provide business owner with initial training and documentation on the maintenance of the website including analytics dashboard.
  1. Maintenance
  1. Provision of ongoing and regular maintenance services during the contract period for the microsite including, but not limited to, the following:
  1. Capacity monitoring
  2. Performance monitoring and tuning
  3. Software packages updates and patches
  4. Design updates and minor changes
  5. Technical troubleshooting

Terms of Reference / Key Deliverables:

  1. Deliverable 1: Inception note with website design proposal By 24 January 2024
  2. Deliverable 2: MVP By 23 February 2024
  3. Deliverable 3: HOPE website By 8 March 2024
  4. Deliverable 4: Handover and training materials By 15 March 2024
  5. Deliverable 5: Site up and running as delivered By 29 March 2024

Qualifications

Education:

Bachelor’s degree in Information Systems or relevant field, e.g., web application development, etc.

Work experience:

Minimum 5 years proven experience in working with large multinational corporations and/or agencies, preferably has experience working with UNICEF

Competencies/Knowledge:

  • CMS and Drupal development
  • UX/UI design experience required
  • Strong communication skills (written and oral) in English are required
