How can you make a difference?

Under the supervision of the Immunization Specialist, the Immunization Officer provides professional technical, operational and administrative assistance throughout the programming process for the Health Programme within the Country Programme, from development planning to delivery of results, by preparing, executing, managing, and implementing a variety of technical and administrative programme tasks to facilitate programme development, implementation, programme progress monitoring, and evaluating and reporting of results.

The Immunization Officer contributes to the achievement of concrete and sustainable results in area of health according to the plans, allocation, result-based management approaches and methodology and UNICEF Philippines Country Programme Cycle 8 under output 1.2 of outcome one (Survive and Thrive).

The Immunization Officer will have the following duties and responsibilities:

  1. Support to program development, planning and review, monitoring and delivery of results
  • Ensures the availability of accurate, complete and up-to-date information required for effective Immunization programme and project design, implementation, management, monitoring and evaluation. Drafts sound Immunization programme budgets for review by the supervisor, ensuring accuracy and appropriateness of data and coding. Draft updated project status reports.
  • Assembles and provides updated data and information on the national immunization programme and on financial/administrative status for monitoring, analysis and analysis.  Analyses the programme status and recommends appropriate adjustments as necessary.
  • Support the immunization specialist in the preparation, and documentation, of quarterly, mid-year and end-year reviews of the immunization component of the output 1.2.
  • Provide technical and operational support throughout all stages of programming processes to ensure integration, coherence, and harmonization of programmes/projects with other UNICEF sectors and achievement of results as planned and allocated.
  • As required, develop quality proposals and donor reports, toolkits, and programme policy papers related to emergency preparedness and response.
  • Regularly analyse the data from the field, to contribute to the reviews and planning for emergencies including outbreaks.
  • Establish and maintain partnerships with global, regional, and national stakeholders in immunization programming.
  1. Upstream activities
  • Technical support to the National Immunization Program in the development of policies including the development of the national immunization strategic plan.
  • Support the development of equity assessment and bottleneck analysis in the priority regions.
  • Technical assistance in the development of guidelines, policies and training materials on routine immunization, training need analysis, and expansion of the Reaching Every Purok (REP) strategy.
  • Support to DOH-Health Promotion Bureau (HPB) in the assessment of RCCE strategies for scale-up and TA in studies/research to improve demand generation for immunization.
  • Support the conduct of the Effective Vaccine Management Assessment and the development and implementation of an EVM Improvement Plan with a robust M and E framework.
  • Technical Assistance in the assessment of training needs and development of training packages with government and WHO and identifying appropriate mechanisms for roll out and follow up after training.
  • Provide support to the PCO team in the implementation and monitoring of programs/projects from different donors including financial utilization.
  1. Downstream activities
  • Support in the scale-up of the Reaching Purok Strategy in UNICEF-supported areas
  • Provide strategic support at the subnational level for the monitoring of immunization activities and provide mentoring to improve program implementation. Prepares reports on the results of the field visits and the progress of vaccination coverage.
  • Support the conduct of relevant orientation, workshop and learning/development activities of immunization managers, and health workers (vaccinators, cold chain staff, community health volunteers) on the various aspects of EPI including the use of the appropriate/standard training guidelines.
  • Provide technical assistance in the development, implementation and monitoring of RCCE activities to support improvements in immunization outcomes.
  • Support field visits including Programmatic Visits to project sites for government, donors and other partners, providing necessary information for briefing on the project. Participates in the study of the project status and evaluation as required.
  1. Monitoring, evaluation and reporting
  • Collaborate with the PCO health team to ensure timely, efficient, rigorously, and transparently monitor, evaluation and reporting on immunization program support and related Health programs as needed.
  • Contribute to the preparation of relevant sections of the annual Health sector status reports.
  • Support development and submission of quality donor reports.
  • Submit transparent and timely reports to the Immunization Specialist.
  1. Accountability
  • Ensure related UNICEF, government, and non-government staff comply with UNICEF’s financial rules and policies.
  • Collaborate with the Operations Section and Government authorities to maintain proper internal controls, support specific Health interventions and ensure accountability.
  • Monitor and work closely with implementing partners to ensure UNICEF rules and policies are followed and provide support if necessary.
  1. Knowledge management
  • Support quality documentation of good practices, scale-up, innovations and lessons learned from the UNICEF-supported immunization programs/projects.
  • Recommend avenues for dissemination of KM products to influence immunization programming and scale up good practices.
  1. Partnerships and leveraging resources
  • Maintain close working relationships with other related UNICEF sectors, particularly education, T4D, communication and supply.
  • Coordinate with related UNICEF Regional Advisers and HQ Officers to ensure strategies are aligned with global and regional strategies.
  • Establish active and participatory partnerships with related Health sector stakeholders (Government, WHO, other UN agencies, NGOs, and bilateral agencies) and interact with them at different stages of Health programme implementation.

To qualify as an advocate for every child you will have…

  • A University degree in one of the disciplines relevant to the following areas: Health, Public Health, Global/International Health, Health Policy & Management, Environmental Health, Family Health, Health Research, Biostatistics, Socio-medical Sciences, Epidemiology, Health Education, Health Promotion and Disease Prevention, Medicine, Nursing, or a field relevant to international public health development assistance or related fields. Postgraduate degree in Public Health is an advantage.
  • Minimum of two (2) years of academic and/or four (4) years of professional experience in some or all the following areas is important. Public Health or International Health, Health Emergencies or Environmental Health, Health development program management, Health policy and management, Health Research, Knowledge management, Epidemiology.
  • Experience in health program/project development in a UN system agency or organization is an asset.
  • Experience working in a developing country/emergency is considered as an asset.
  • Fluency in English (verbal and written) and Filipino. Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.
