ORGANIZATIONAL CONTEXT

The Programme Associate (EPR) will directly report to the Programme Policy Officer (EPR) with overall guidance from the Emergency Coordinator.

The job holder is expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance; and able to exercise sound judgment in dealing with operational issues on a daily basis. The job holder is also expected to manage resources and coach and coordinate support staff.

ACCOUNTABILITIES AND JOB SPECIFIC RESPONSIBILITIES (not all-inclusive, nor exhaustive)

Within the assigned unit and delegated authority, the Programme Associate (EPR) will be accountable and responsible for the following duties:

  1. Provide technical support and assist in the development and implementation of various EPR activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
  2. In an emergency, will be required to support in response activities, including rapid needs assessment, initial coordination with local government units, support to CO in geographic and beneficiary selection, identification of potential cooperating partners, and overseeing the registration of beneficiaries and distribution of assistance.
  3. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  4. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  5. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
  6. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  7. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
  8. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
  9. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
  10. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
  11. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
  12. Perform other related responsibilities and duties as required.

MINIMUM QUALIFICATIONS

EDUCATION: A university degree in the Social Sciences, Rural Development, Development Studies, or other relevant fields or post-graduate education in a relevant field is an advantage.

EXPERIENCE: At least six (6) cumulative years professional work experience in implementing community-based projects, preparedness and response, DRRM capacity strengthening of local government units, local organizations, and communities

LANGUAGE: Excellent spoken and written communication skills in English is required. Fluency in the local language of the region.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience in any aspect of project management: assessment, planning, implementation, monitoring and evaluation
  • Work experience or volunteer engagement in an emergency is an advantage
