Duties and Responsibilities
  • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.;
Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Supports the planning process and policy development, through the preparation of background documents and the following up and reporting on the implementation of objectives, expected results and activities.
Researches, analyzes and presents information gathered from diverse sources.

Conducting reviews and analysis of issues and trends preparation of evaluations preparation of other relevant research activities and studies.

Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

  • Undertakes survey initiatives and designs data collection tools
Reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Provides substantive support to consultative and other meetings, conferences
Proposing agenda topics relevant to M&E, designing pre/post KAP survey, identifying participants, preparation of documents and presentations, etc, integrating cross cutting themes (gender and disability)
  • Supports outreach activities, conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
Coordinates activities on programme/project preparation and submissions, progress reports, event planning.) and prepares related documents/reports, liaising with finance and administration colleagues where relevant

Required Skills and Experience
Education
An advanced university degree (Master’s degree or equivalent) in political science, management, business administration or related field is required.

A first- level university degree (bachelor’s degree) in combination with seven (7) additional years of work experience may be accepted in lieu of the advanced university degree.

 Experience, Knowledge, and Skills
  1. Minimum of five (5) years (with Master’s degree) or sever (7) years with (Bachelor’s degree) of progressively responsible experience in project or programme management, administration or related area is required.
  2. Experience in monitoring and evaluation for CSO, INGO, or government agency knowledge of conducting M&E, M&E experience in the context of human rights is an asset.
  3. Experience working on issues of human rights, good governance, rule of law or development is advantageous.
  4. Experience in engaging with different stakeholders, including UN agencies, government actors and CSOs is desirable.

Language: Fluency in written and spoken English and Tagalog/Filipino is required.
