DESCRIPTION OF DUTIES

The incumbent will perform all or part of the following, and other related responsibilities as required by the needs of the office.

  • Apply expertise in the national partnerships’ landscape and public health system, to enable the development and implementation of strategies and plans for engagement with partners covering state (including national, donors, United Nations partners) and non-state actors (i.e., civil society organizations/nongovernmental organizations, philanthropic foundations, academic institutions etc.) toward joint programming and funding opportunities.
  • Manage research on existing and potential partners profiles; identify synergies, opportunities, and develop concept notes and proposals for collaboration and resource mobilization in relation to the strategic goals and programmes of the country office.
  • Under the guidance of headquarters and the regional office, facilitate the head of the office in the negotiation and implementation of partnership agreements, as well as plans for mobilizing and allocating resources, securing the required legal and financial clearances.
  • Manage the development of grant proposals, the monitoring of the implementation of plans for donor contributions, joint programmes, and other relevant activities, and reporting on progress towards target attainment. Coordinate programme staff on the recalibration of inputs, outputs and compliance with the terms and conditions of related legal agreements and documents.
  • Implement strategies and guide senior management and technical teams in outreach and maintaining relations with the relevant partners including advocating for collaboration/funding and successful dialogue with stakeholders.
  • Develop policy statements and coordinate briefing and meeting documentation and communications on partnerships activities.
  • Develop and/or manage the office’s database/information management system on donor and partner contacts, intelligence, and resource mobilization.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (bachelor’s) in a relevant field (such as international relations, political science, social sciences, communications, marketing, management, accounting, financial management, business or public administration)

Desirable: Advanced university degree (master’s level) in a relevant field (such as international relations, political science, social sciences, communications, marketing, management, accounting, financial management, business or public administration).  Qualifications/studies in external relations, communication, resource mobilization, partnership-building, development. Training in donor intelligence, proposal writing, and/or general project management.

Experience

Essential: 

  • A minimum of five years of relevant experience, at the national level and/or international level in external relations, partnerships’ building, and resource mobilization, with grants management. Documented achievements in fundraising activities.
  • Experience in partnership-building with major public health donors (Central Emergency Response Fund, European Union/ Directorate-General for European Civil Protection and Civil Aid Operations (ECHO), Swedish International Development Agency, Foreign, Commonwealth & Development Office, US Agency for International Development/Bureau for Humanitarian Assistance, Gavi, Global Fund, World Bank).
  • Prior work experience with WHO, United Nations or other public international organizations.

Desirable: 

  • Experience in programme/project management.
    Some of the above-listed experience to have been obtained in an international context.

Skills

  • External relations, resource mobilization and partnership-building, complemented by the ability to conceptualize ideas.
  • Funding modalities, such as pooled funding mechanisms, government financing, trust funds, and other funding mechanisms involving national governments.
  • National political and cultural norms.
  • WHO/United Nations agency programmes and activities in the country.
  • Strong interpersonal skills, including proven ability to facilitate and strengthen collaboration with a broad range of external partners.
  • Ability to “think out of the box”, and make innovative proposals for the mobilization of resources.
  • Identifying partnerships risks and proposing mitigation measures in emergency settings
  • Proven skills in drafting and finalizing grant/project proposals and donor reports.
  • Excellent oral and written communication skills.
  • \Diplomacy, tact, and discretion.
