OVERVIEW OF THE FUNCTIONS OF THE POST
The Communication and Information Sector’s mission is to promote freedom of expression, media development and media literate societies, and to build knowledge societies through fostering universal access to information, innovation for sustainable development and the preservation of documentary heritage. (The role of this vacant position does not include responsibility for UNESCO’s wider external communications, which is managed by the Division for Communications and Public Engagement.)
The Consultant will be based in the Information For All Programme (IFAP) Secretariat and Division for Digital Policy and Transformation (CI/DPT/IFAP Secretariat) of UNESCO’s Communication and Information (CI). The Consultant will be engaged in supporting the implementation of activities related to the Intergovernmental Information for All Programme (IFAP) in its six Priority areas: Information for Development, Information Accessibility, Information Literacy, Information Ethics, Information Preservation and Multilingualism in Cyberspace.
Long Description
More specifically the consultant will:
- Support the IFAP team on the technical issues of the implementation of the renewed IFAP strategic plan 2023-2029 of the Information for All Programme (IFAP) in line with the UNESCO medium term strategy, which shall guide the Programme’s focus and activities from 2023 until 2029. The tasks include providing inputs to IFAP activities, conducting research required, editing reports and documents as well as policy briefings.
- Assist the IFAP Team in the preparation and organizational matters of the IFAP Statutory Meetings, IFAP Council, IFAP Bureau, Extraordinary sessions, Orientation events, advocacy and other activities related to the IFAP framework, including events organized by the IFAP community including IFAP Working Groups and National Committees as well as partners, such as related to the International Day for Universal Access to Information (28 September). The tasks include supporting the invitations, providing inputs to the session scenarios, managing the online participation, drafting meeting reports and supporting the logistic needed.
- Support IFAP’s outreach and visibility in consultation with the CI/EO Communication Officer: inter alia, outreach activities of the IFAP Working Groups and National Committees; assist in the preparation of promotional materials and a visibility kit; review and updating of the IFAP website (documents, contact details and activities of National IFAP Committees and their incorporation/publishing on the lFAP website); preparation of news releases and in-Focus articles; ADG’s Tweets, Brochure; support the identification of special days, events and activities to which IFAP’s work can be associated;
- Assist in the IFAP Project cycles and the implementation of IFAP projects and support the promotion and visibility of these projects, in consultation with the CI/EO Communication Officer.

REQUIRED QUALIFICATIONS
Education
- Advanced university degree (Master’s or higher) in the field of international law, social sciences, public policy, Internet governance, digital transformation, communication and information, project management, or related field.
Work Experience
- At least 2 years of relevant professional experience in research, editorial, communication and/or project management experience at national and/or international level.
Skills/Competencies
- Good understanding of Information and Knowledge Societies and digital transformation; knowledge of international norms, standards and policies related to intergovernmental organizations.
- Excellent analytical and drafting skills.
- Excellent communication skills (written and oral) and able to exchange information on complex issues.
- Ability to establish and maintain effective working relationships in multicultural environment with external and internal partners.
- Excellent organization and planning skills, including the ability to organize own work priorities and deadlines. Discretion and maturity of judgement. are required;
- Ability to work under pressure and meet multiple deadlines.
- Solid computer skills including advanced knowledge of office software such as Word, Excel, Teams, Zoom and other applications.
Languages
- Excellent knowledge (written and oral) of English.
DESIRABLE QUALIFICATIONS
Education
- A PhD degree in related area.
Work Experience
- Work experience in UN agencies and intergovernmental Programs.
Skills/Competencies
- Advance digital skills, digital literacy and the technical skills of graphic design, coding and website building.
Languages
- Working level of French or other languages will be an asset.
