JOB DESCRIPTION

NRC Iraq is looking for an Area Programme Manager to join the Central and South Area Offices. The role holder will be responsible for bringing the different components of NRC’s programme response together to maximize positive impact for affected populations with the resources available. The role is expected to create cohesion between NRC core competency teams to that ensure people receive holistic assistance, create efficient linkages between programme and support departments, and to support the Area Manager in in facilitating collaboration with local stakeholders. In particular, the role seeks to capitalize on synergies and strengths with NRC’s livelihoods, legal assistance, and education capacities. The position holder is a member of the Area Management Group (AMG).

What You Will Do

  • Oversee all grants management and budget allocations in the Area Offices
  • Contribute towards initiatives to improve localization and partnerships in areas of operation.
  • Facilitate initiatives for integrated programme analysis and response analysis, including the integration of relevant cross-cutting issues such as protection, safe programming, and access.
  • Contribute to strengthening accountability to beneficiaries through improving M&E systems, the establishment of beneficiary feedback and complaints mechanisms and improved needs assessments for evidence-based programming.
  • Contribute to Country-level programme initiatives, as requested by the Head of Programme and agreed with line-manager (e.g., Strategy workshops, Programme Unit workshops, etc.).
  • Responsible for ensuring technical quality of all forms of programming in areas of operation.
  • Develop and implement area level integrated response strategies, where relevant, and provide area specific input relevant for Country Office and CC strategies.
  • Compliance to donor rules and regulations and adhere to grant management cycle in area of operation.
  • Contribute to fundraising, development and revision of proposal, budgets, and donor reports, based on technical standards and donor priorities.
  • Represent NRC in external coordination forums at the Area level.
  • Lead the Project Cycle Management (PCM) at area office level as per NRC PCM standards.
  • Ensure capacity building of all staff under direct line management.
  • Provide regular progress reports to the AM and HoP, promote, and share ideas for improvement and recommend necessary changes in activities.
  • Facilitate organisational processes to ensure improved information management and learning between and across teams in the area offices.
  • Deputize the Area Manager, when requested by the Area Manager and/or Country Director.

What You Will Bring

  • Experience from working in complex and volatile contexts.
  • Minimum of 4 years’ work experience from a management position in a humanitarian/ recovery context.
  • Experience from a senior project implementation position in a humanitarian/ recovery context.
  • Experience with integrated programming and/or coordinating multiple sectors/CCs.
  • Fluency in English, both written and verbal.
  • Report writing skills – including analysis, summarising, and copy-editing.
  • Excellent organizational and team management skills.
  • Experience working with government, local authorities, humanitarian actors, host community and displaced populations (Internally Displaced People, Returnees and Refugees).
  • Experience with livelihoods, education, protection and/or legal assistance programming is advantageous.
