Purpose of consultancy
Is to strengthen the capacity of member states in data management and exchange by improving the quality of preventive chemotherapy data.
2) Background
Within the framework of the UCN Cluster and The Expanded Special Project for Elimination of Neglected Tropical Diseases (ESPEN), there is a significant need for skilled Data Management and Analysis Consultants. These consultants will be instrumental in advancing the control and elimination of NTDs through enhanced data management capabilities.
The Data Consultants will be primarily engaged in strengthening member states’ capacity in managing and exchanging data, particularly focusing on improving the quality of preventive chemotherapy data. This role is pivotal in supporting the control and elimination of NTDs through accurate and efficient data handling.
3) Deliverables
- Development and Implementation of Data Collection Tools: Designing and deploying effective tools for collecting NTD data, ensuring accuracy, and ease of use.
- Technical Review and Analytical Solutions: Providing expert analysis and review of NTD data, supporting the Joint Application Package (JAP) report system, and offering analytical solutions for data-related challenges.
- Enhancement of Schistosomiasis Analysis Workbooks: Special focus on developing and refining workbooks for the analysis of Schistosomiasis data.
- Capacity Building and Training: Conducting training programs and building capacity within member states for effective data management and analysis.
- Data Management Infrastructure Improvement: Developing and enhancing the data management infrastructure to support NTD control efforts.
- Support in Data Integration and Interoperability: Assisting in the integration of NTD monitoring into national Health Information Systems and ensuring interoperability of data systems.
- Inventory Management Software Development: Creating custom software tools for inventory management, contributing to efficient resource utilization.
- Documentation and Technical Support: Providing comprehensive documentation and ongoing technical support for data management systems and tools.
- Overall Program Support: Offering overarching support to the NTD control program, ensuring data-driven decision-making and program effectiveness.
4) Qualifications, experience, skills and languages
Educational Qualifications
Essential:
- University degree in Computer sciences, Information Systems, Information Technology, advanced degree in Epidemiology, Public Health Informatics, Biostatistics or related field.
Desirable:
- A Master’s or higher degree in related fields such as Data Science, Geographic Information Systems (GIS), Health Informatics, or Software Engineering. Professional certifications in relevant technologies, and programming languages such as R, Python, SAS, SPSS, ArcGIS or similar.
Experience
Essential:
- At least five years of experience in developing, managing, and utilizing programmatic data, with a strong preference for those with a background in public health-related programming.
Desirable:
- Background in Neglected Tropical Diseases (NTDs) data management and analysis, with at least three years of experience in this field at a national or international level. This experience should encompass a practical understanding of health-related software tools and a history of developing software solutions specifically for preventive chemotherapy in NTD control. Experience in drug and materials management, particularly in creating or using inventory software systems.
- Diverse work experiences, including roles in private sector entities, NGOs, UN agencies, or governmental health-related agencies focused on software development or implementation. An understanding of the technological needs and challenges of National NTD Programmes is important. Experience in developing countries, demonstrating how technology and software can enhance health data management.
5) Languages and level required
Expert knowledge of English and/or French with good working knowledge of the other.
6) Skills/Knowledge:
- Excellent knowledge of database design, data warehouse, and data-driven application architecture development and implementation, tailored for health sector needs.
- Proven skills and advanced working knowledge in the following information technologies and platforms:
ü Advanced Microsoft Excel and Microsoft Access, with the ability to develop custom solutions or automate tasks within these platforms.
ü Business Intelligence tools (Microsoft Power BI, Tableau, etc.), with the capability to design and develop complex data visualizations and dashboards.
ü SQL Server 2014-2016, with a strong preference for candidates with experience in database development, optimization, and administration.
- Proficiency in data analysis tools and languages (e.g., R, Python) and experience in health information systems are highly desirable.
Desirable:
- Expert understanding of NTD preventive chemotherapy planning and implementation principles, with the ability to translate these principles into software requirements and functionalities.
- Familiarity with NTD Monitoring and Evaluation procedures, with the capacity to develop and integrate software tools that support these activities.
- Knowledge in Geographic Information Systems (GIS) applications, such as ArcGIS online and Desktop, Quantum GIS, and the integration of GIS data into health data management solutions.
- Comprehensive knowledge of Mobile data collection platforms (e.g., ODK, Survey123) and the ability to develop or customize such platforms for field data collection needs.
- Understanding of statistical principles, methods, and software packages for advanced data analysis, with the ability to apply these in the development of analytical software tools.
