   MAIN RESPONSIBILITIES:

Management of the action and its quality:

·     Develop and oversee the timely implementation of detailed work plans to ensure activities are implemented, in accordance with IRC and EU requirements;

·    Oversee the application of all project management tools required by project staff, including compliance-related tools;

·       Supervise the development, adaptation, regular review and refinement of the project’s quality intervention methodology, in collaboration with the Technical Coordinators of IRC, AVSI and COFAS;

·    Coordinate the program with IRC operations, as well as with the financial teams, other support teams and managers of the two co-applicants, to ensure the timely execution of activities of a programming quality ;

·    Develop and update the budgetary expenditure plan and ensure compliance with budgetary requirements;

·    Ensure that both co-applicants have up-to-date budgetary expenditure plans, ensure that the lessor’s requirements are met;

·    Regularly review feedback from all stakeholders to inform program improvements throughout the program cycle, and ensure the functioning of the mechanism within the IRC, AVSI and COFAS, including all Necessary follow-up of feedback complaints from relevant parties.

Supervision, management and development of the action team:

·      Ensure that all action staff, including the two co-applicants, have a good understanding of governance approaches, resilience, peaceful cohabitation, social cohesion, livelihoods, education as well as those of protection and empowerment of women and the objectives of the action.

·       Supervise and evaluate the performance of the IRC teams dedicated to the action, and ensure solid supervision and a strong sense of cohesion within the team dedicated to the action, including that of the two co-applicants;

·     Coordinate timely and adequate support from IRC DRC and regional technical and operational support units, as well as other management and compliance support, and constructively document any constraints or challenges;

·      Proactively resolve quality issues and implementation delays in coordination with the field coordinator and technical teams from IRC, AVSI and COFAS.

Management of the Management Unit and coordination with other stakeholders in collaboration with the IRC partnership and grant units:

·    Organize activity planning and action management meetings together with the two co-applicants;

·       Ensure that the two co-applicants are involved in the entire action management cycle, including all related meetings;

·        Ensure that all stakeholders, especially the co-applicant COFAS are capable of innovative approaches (OCB, SASA, awareness-raising approaches on social cohesion and peaceful cohabitation), monitored, implement the activities according to the terms of the signed partnership agreement, and are evaluated;

·   Ensure that the two co-applicants receive funds according to the deadlines agreed in the agreement,

·        Ensure that the two co-applicants receive all the necessary support from the IRC departments involved (Finance, Operations, Grant, Partnership).

·       Ensure that meetings of the action management unit are held according to the agreed timetable, and that all co-applicants participate;

·        Ensure that biannual meetings between the Pamoja consortium and UNHCR are held, including information sharing and harmonization of interventions are done regularly

Monitoring & Evaluation of knowledge management, Reporting:

·   In collaboration with the MEAL department, organize analyzes of conflict dynamics, citizen perception surveys in intervention areas;

·   In collaboration with the MEAL department, organize gender, equality, diversity and inclusion analyses;

·   In close collaboration with the MEAL coordinator, and the Technical Coordinators, ensure data analysis and that lessons learned are properly documented, shared and analyzed and are taken into account in planning and decision-making regarding the project;

·   In collaboration with the MEAL Coordinator and all stakeholders, ensure the implementation of an effective customer feedback system;

·      Contribute to and monitor the quality and timeliness of donor reports using the templates provided, in collaboration with the action team, co-applicants, technical coordinators, and other technical support roles, financial and operational.

Program representation:

·  Cultivate and maintain open professional relationships with communities, administrations and local, provincial, national sectoral and administrative authorities and with representatives of other partner organizations;

·  Participate in the different clusters and sectors which frame the main themes of Pamoja action (Local governance, social cohesion, Means of subsistence, education, resilience and Protection and Empowerment of Women).

·       Maintain good relations with the National Commission for Refugees, and understand its participation in monitoring activities;

Maintain good relations with the Provincial Gender, Family and Children Division, including its participation in monitoring activities.

Qualifications

·   University degree (A0), in law, sociology, political and administrative sciences, development sciences or equivalent;

·   At least 5 years of experience in development project management, and real skills in the design, execution and monitoring of social cohesion projects, peaceful cohabitation, governance of services, means of subsistence, education and protection in general, reconstruction in the fragile context;

·      Have at least 5 years of experience in project management with Nexus approaches or sustainable solutions

·     Have at least 5 years of experience with projects focused on refugee issues;

·    Demonstrate proven knowledge of approaches and methodology for social cohesion, service governance, knowledge of approaches to livelihoods and protection in general will be a great asset;

·      Ability to ensure the active participation of the population, women and young people and to engage with the authorities and other local NGO partners to develop work synergies;

·        Demonstrate leadership and interpersonal communication qualities;

·   Ability to work constructively within a team with a wide variety of people and in a rural setting;

·        Very strong capacity for initiative and working independently and in a team;

·        Ability to manage a team in a fair and transparent manner;

·        Ability to participate neutrally and transparently in activities;

·        Honest, rigorous, conscientious, demonstrating strong abilities to design, respect and enforce procedures;

·        Be willing to live in a rural setting, work in stressful situations and deal with the unexpected;

·        Excellent command of Swahili and French, written and oral;

·        Good command of local languages ​​desired;

·        Real ability to use Word, Excel, Outlook software.
