ESSENTIAL JOB FUNCTIONS (including but not limited to)

General Management

  • Provide leadership and supervision to direct service staff including leading team meetings, providing individual supervision, coaching and goal setting, managing workload, and helping staff troubleshoot challenges.
  • Provide effective management and oversight of resettlement services and activities for the office including supervision of several direct support staff.
  • Ensure compliance as well as quality and timely services to all clients.
  • Provide direct supervision of resettlement team staff members including Caseworkers Supervisors and the Logistics and Housing Coordinator. Provide appropriate training, coaching and development for all resettlement staff. Conduct annual performance evaluations.
  • Work closely with other IRC programs to integrate services and provide a seamless experience for clients particularly as it relates to health, education, and employment services.
  • Assist with completion of compliance and funding reports.
  • Coordinate with the Executive and Resettlement Director on the direction and management of the office, including grant-writing activities, resource development activities and the strategic action plan.
  • Develop and cultivate community resources and relationships. 
  • Represent IRC in the community and act as point of contact for resettlement actors and donors.  
  • Recruit, train and supervise staff, volunteers, AmeriCorps, and interns for case management services

Financial Management

  • Oversee the implementation, management and tracking of various budgets including R&P direct assistance, Preferred Community budget, Refugee Coordinated Case Management (RCCM) budget and other private funds.
  • Provide oversight of monthly expenditures to clients.
  • Review and authorize payment voucher requests from staff and plan program expenditures in accordance with the annual budget.

Program Management 

  • Ensure provision of comprehensive orientation and services as outlined in the R&P Cooperative Agreement, matching grant guidelines, refugee coordinated case management and other State and local contracts. Ensure clients are linked with the appropriate social service, employment, educational, health care and transitional income providers in a timely manner.
  • Liaise with the Utah Refugee Services Office in coordination with the Resettlement Director on a program level regarding compliance, partnering, monitoring, trainings, and other items associated with extended case management.
  • Ensure case files are maintained and conform to all contract requirements and reflect contact with clients and program activity in a timely manner. Conduct both regular and random case file reviews.
  • Comply with all policies and protocols of the agency. Participate in program meetings and staff development activities.
  • Work with the Resettlement Director and the Grants team to identify key fundraising opportunities to sustain the Casework program.
  • Other duties as assigned.

Job Requirements

Education

College degree required. Graduate degree in management, international relations or social work preferred.

Work Experience

  • At least three years of experience in domestic refugee resettlement or emergency refugee work abroad and financial/budgetary experience. 
  • Previous case management experience is preferred.

Demonstrated Skills/Competencies

  • Skills in people management using a coaching approach. Ability to help staff confront challenges, produce high quality work, and manage time effectively.
  • Skills in data tracking and reporting, maintaining client files and assessing program progress.
  • Demonstrated understanding of fiscal management and reporting required.
  • Ability and passion to train and mentor staff with less experience on case management issues.
  • Ability and passion to strengthen programs through best practices and innovative approaches.
  • Able to think and work independently. Must be flexible, capable of working under pressure with deadlines and managing multiple priorities. Comfortable working in a fast-paced, multicultural environment and serves as a strong advocate for refugees.
  • Ability to represent the IRC in public forums, meetings and in the community.
  • Able to pro-actively coordinate a variety of services to clients who have limited English proficiency and familiarity with the U.S. culture.
  • Computer literacy (PC) required.
  • Must have excellent communication skills both verbal and written. Fluency in a refugee language is a plus.
  • Must have reliable transportation and maintain a valid driver’s license.
