Main mission

As a member of the team, the incumbent provides high-level support in the area of ​​human resources and is responsible for providing specialized human resources management support services, carry out and/or monitor its execution, in the interest of efficiency, effectiveness and customer service. The work is performed in various areas encompassing compensation and benefits, job management and recruitment, and requires the use of the Organization’s enterprise resource planning system (ERP). The incumbent ensures, with a view to transparency, the correct application, interpretation and adaptation of the rules, regulatory provisions, policies, procedures and directives established in terms of human resources. He/she assesses difficult situations, proposes solutions and contributes to the design and improvement of services and execution processes in the field of human resources.

 

The incumbent works under the supervision of the Principal Operations Administrator. This supervision focuses on service delivery and involves checking that agreed outcomes are achieved and that work is coordinated and integrated with related services within the stipulated timeframes. Assignments are generally accomplished with minimal supervision, with the incumbent having a high degree of autonomy, particularly regarding matters of execution of operational activities. The work is reviewed to verify the feasibility of the recommendations and the accuracy of the final results. Tasks of dealing with complex and sensitive human resources issues, including those related to related work unit activities, are also reviewed.

Professional relationships

Internal contacts take place with relevant staff and managers in field offices, project offices and at headquarters; they aim to provide guidance and support for resolving complex issues in compliance with applicable standards. Contacts also aim to coordinate activities with other units for the provision of interdependent services. The incumbent liaises regularly with the regional human resources unit, receives guidance from the latter and collaborates appropriately with staff representatives.

 

External contacts take place mainly with counterparts from public administrations (permanent missions and relevant authorities), United Nations agencies and other international organizations and aim to ensure coordination and follow-up on pending issues. The incumbent shares information, collaborates in the integration of processes or activities, anticipates complex situations in terms of administration and support in the field of human resources and, where appropriate, contributes to resolving them .

Essential Functions and Responsibilities

1. Undertake and carry out specialist support services in a range of human resources related areas encompassing compensation and benefits, job management and recruitment. Prepare, process, review and follow up on human resources administrative actions, including verifying that information and documentation complies with related rules, regulations, policies and procedures.

2. Monitor and/or support activities relating to contract administration and benefits and allowances by monitoring contract renewals, reviewing and verifying information and documentation, determining and controlling the eligibility of the staff to benefits and allowances and preparing correspondence and official communications relating thereto.

3. Evaluate work methods and processes and propose improvements. Evaluate the impact of changes and recommend necessary follow-up actions. Work closely with other administrative areas to ensure the efficiency and smooth running of activities at the service design and delivery stages and recommend improvements to interdependent processes.

4. Handle human resources cases and inquiries, including complex or unusual cases and requests, in a timely manner. Undertakes research into other cases, precedents and additional information to analyze the cases in question and present conclusions and proposals to the line manager or the relevant work unit at headquarters, as appropriate. Document the case, and finalize and communicate findings to relevant parties.

5. Monitor and guide the work of support staff performing human resources tasks, as required.

6. Coordinate and provide a broad range of recruitment services, including reviewing applications with relevant managers and assisting them in drafting and finalizing job descriptions. Ensure note-taking during interviews with candidates and prepare jury reports for review by the relevant jury members, as appropriate. Prepare nomination letters.

7. Provide information and updates to staff, including answering complex questions relating to compensation and benefits and human resources procedures.

8. Collect and review information on human resources matters and enter complete data into enterprise resource planning (ERP). Extract, compile and analyze human resources data and information, and prepare corresponding reports.

9. As the office focal point for the talent management system, orient and train relevant staff and managers on new features and requirements, provide first level support, escalating more complex questions to the senior level, generate reports and follow up as required.

10. Keep informed of changes to rules, regulations, policies and procedures related to human resources as well as new developments in this area, and guide and train staff with a view to strengthening knowledge.

11. Attend and participate in meetings and workshops of United Nations agencies on issues related to human resources and the United Nations common system. Prepare reports for International Civil Service Commission (ICSC) investigations.

12. Perform other relevant duties as requested

Minimum requirements

Training

The incumbent must have completed secondary school. Training in human resources administration.

Experience

At least six years of experience in administrative support, primarily in the area of ​​human resources administration. Experience using an integrated management software package (ERP), particularly modules relating to human resources.

LANGUAGES

Excellent command of an official language (English, French, Spanish) of the Organization. Working knowledge of another official language of the Organization or an official national language of the duty station.

Knowledge and skills

(technical and behavioral)

Good knowledge of human resources administration.
Good knowledge of United Nations common system policies in the area of ​​human resources.
Knowledge of methods and techniques for evaluating the quality and efficiency of process execution.
Substantive knowledge and understanding of ILO programs and activities.
Good knowledge of PC software (including word processing software, spreadsheets and presentation software) such as Microsoft Office.
