Duties and Responsibilities
Under the supervision of the Programme Officer, the consultant will perform the following tasks:

A) Information collection forms:

A1. The Consultant will have a Face-to-Face meeting with the Secretariat and produce an action plan.
A2. The Consultant will be responsible for designing a questionnaire using the criteria adopted in the terms of reference, to be sent to the Parties and other stakeholders as soon as practicable.

The submission of the questionnaire to stakeholders shall take into account the deadlines set out in annex I of decision SC-11/14.

B) Information collection and compilation:

B1. The Consultant will be responsible for undertaking desk studies, interviews and field visits, and collaborate with the Global Environment Facility and its Independent Evaluation Office as may be required, for the preparation of the review, subject to the availability of resources. The Consultant will prepare a compilation and synthesis of the information received and will further present results disaggregated, among other things, by subregional, regional, donor and recipient Party perspectives.

B2. For any other relevant supplementary information, where available, the Consultant will reach out to the following stakeholders:
– The entities entrusted with the operation of the financial mechanism, who are requested to provide information relevant to the review in a timely manner.
– Parties, who are encouraged to provide information pursuant to subparagraph 3 (a) above as soon as possible and not later than 31 August 2024.
– Intergovernmental and non-governmental organizations, which are invited to provide relevant information pursuant to the objectives of the present review as soon as possible and no later than 31 August 2024.
– Any other relevant entities, including but not limited to the GEF Independent Evaluation
Office or the secretariats of other multilateral environmental agreements.

The Secretariat will support the Consultant in sending out the information requests to Parties and other stakeholders, as appropriate and agreed with the Consultant. All submissions will be forwarded, as received, to the Consultant for further processing. The Secretariat will also grant the Consultant access to all submitted Article 15 reports, and any other relevant information.

B3. Afterwards, the Consultant will prepare a progress report to be submitted to the Secretariat.

C) 6th review of the financial mechanism and drafting of a report:

C1. Undertake the 6th review of the financial mechanism of the Stockholm Convention covering the activities of the mechanism for the period from August 2020 to July 2024, with special emphasis on the activities concluded during that period.

The review is to be undertaken with a view to taking appropriate action, if necessary, to
improve the effectiveness of the financial mechanism, including by means of recommendations and guidance to ensure adequacy and sustainability of funding provided. For that purpose, the review will include an analysis of:

– The ability of the financial mechanism to support in meeting obligations and needs of
developing country Parties and Parties with economies in transition, particularly when needs are increasing as chemicals are being listed;

– The criteria and guidance referred to in paragraph 7 of Article 13 of the Convention, including the financial mechanism’s ability to incorporate policy guidance from the Conference of the Parties;

– The level of funding, including the adequacy, sustainability and predictability of the funding provided by the financial mechanism for the implementation of the objectives of the Convention;

– The effectiveness of the performance of the institutional entities entrusted with the operation of the financial mechanism, including, pursuant to Article 14 of the Convention, the effectiveness of the performance of the Global Environment Facility in its capacity as the principal entity entrusted, on an interim basis, with the operation of the financial mechanism;

– The Global Environment Facility principle of incremental costs and achievement of global environmental benefits as they pertain to activities of the Facility involving persistent organic pollutants, in order to facilitate the fulfilment of obligations under the Stockholm Convention, along with lessons learned from the evaluation reports on the activities of the Facility.

The review is to draw on, among others, the following sources of information:
– Information provided by Parties on their experiences gained in the context of activities funded by the financial mechanism;
– Periodic reviews by the Conference of the Parties of the conformity of the activities of the financial mechanism with the guidance provided to it;
– Reports submitted to the Conference of the Parties by the entity or entities entrusted with the operation of the financial mechanism;
– Other reports provided by the entity or entities entrusted with the operation of the financial mechanism, including, among other things, the reports of the Independent Evaluation Office of the Global Environment Facility;
– Reports and information provided by other relevant entities providing multilateral, regional and bilateral financial and technical assistance pursuant to paragraph 6 of Article 13 of the Convention;
– Reports submitted by Parties pursuant to Article 15 of the Convention;
– Relevant information provided by intergovernmental and non-governmental organizations.

The draft synthesis report and recommendations of the evaluator will be made available to the Global Environment Facility for its review and comments. Such comments shall be included in the documentation and identified by source.

Afterwards, a draft report will be prepared on the 6th review, which will include the following elements:
– An overview of the elements set out in paragraph 1 of annex I to decision SC-11/14;
– The performance criteria set out in paragraph 4 of annex I to decision SC-11/14;
– Recommendations and guidance to improve the effectiveness of the financial mechanism in meeting the objectives of the Convention.
– Executive summary.

C2. After consultations with the Secretariat and feedback of other stakeholders (if applicable), a final version of the report on the 6th review of the financial mechanism of the Stockholm Conventions is prepared together with a final version of the Executive summary.
Qualifications/special skills
An advanced university degree in evaluation, or a related discipline is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 10 years of progressively responsible working experience in the field of the evaluation of multilateral environmental agreements (MEAs) is required. Experience in matters related to the Global Environment Facility and the GEF Independent Evaluation Office is required. Working knowledge of evaluation studies in the context of other MEAs is desired. Previous work with regard to evaluation studies is desirable.
Languages
Fluency in English, including strong drafting/writing skills is required.
