Duties and Responsibilities

  • Monitor developments in the humanitarian situation in general, and in particular collect and analyze data on the situation of vulnerable groups (displaced people or people living with disabilities) affected by an emergency situation;
  • On a daily basis, report regularly on developments and on all information or data related to the evolution of the humanitarian situation in the area concerned;
  • Coordinate humanitarian activities through decentralized coordination initiated in the area concerned; ensure the holding of a humanitarian meeting; develop strategies to facilitate access to areas of humanitarian operations; organize joint assessment missions and disseminate humanitarian information to all stakeholders;
  • Support humanitarian actors (International and local NGOs, UN agencies) in their efforts to open the axes and be the focal point for the interface with local authorities and, where applicable, MONUSCO;
  • Cooperate with the entities in charge of planning (Technical Planning Committee) and implementation of the PDDRC/S, repatriation and return of displaced populations;
  • Support local NGOs to strengthen their capacity so that they become true partners, international actors;
  • Ensure the dissemination of humanitarian principles, guiding principles relating to internally displaced persons as well as any other working document issued by OCHA;
  • Facilitate all humanitarian missions carried out in the area and provide logistical support to actors not yet established;
  • Rationally manage the buildings, installations, equipment, furniture and layouts of the antenna;
  • Ensure good exchange of information and coordination of actions undertaken with other OCHA offices and sub-offices having a strategic or geographical link with the antenna under its supervision;
  • Facilitate at the local level, discussions and consultations with partners on key humanitarian subjects (access, protection, community acceptance, Civil-Military Coordination, AAP, etc.);
  • Supervise support staff and provide administrative support as appropriate;
  • Accomplish any other task requested by management.

Professionalism: Knowledge and understanding of humanitarian assistance, emergency relief and related human rights issues. Ability to work under restrictive circumstances in a stressful environment; persevere in the face of obstacles and difficulties; know how to remain calm and effective in difficult situations. Encourage equal participation of women and men in all activities. Ability to meet deadlines, respect the agreed budget and adhere to standards; comply with the rules and procedures of the Organization.

Communication skills: Knowing how to express oneself well orally and in writing; ability to listen to others, understand them well and respond appropriately; know how to ask questions for clarification purposes and to encourage dialogue; ability to adapt language, tone, style and presentation to the audience being addressed; ability to share information with all those interested and keep everyone informed. Ability to write reports.

Team spirit: Collaborate with colleagues to achieve the objectives of the Organization; solicit contributions, appreciate the true value of everyone’s ideas and skills; be willing to learn from others; ability to put the interest of the team before personal gain; ability to accept and comply with the final decisions of the group, even if they do not fit perfectly with one’s own position; ability to share the team’s successes and take responsibility for its failures.

Customer focus: Ability to see “customers” in all service recipients and seek to see things from their point of view; ability to establish and maintain productive partnerships with clients by gaining their trust and respect; ability to discern and respond to customer needs; ability to monitor the evolution of clients’ situations, both internally and externally, in order to anticipate problems; ability to keep clients informed of project progress; ability to meet deadlines for delivery of products or provision of services.

The ability to conduct strategic planning, results-based management and report writing.

Required Skills and Experience

Education: Hold a second cycle university degree (Bachelor’s degree) in the field of social, political, development and/or humanitarian action sciences; A combination of relevant professional experience with an undergraduate degree in one of the aforementioned disciplines is an eligibility criterion.

Experience: Have good professional experience in humanitarian coordination, specifically in crisis situations requiring advocacy as well as inter-agency coordination in a complex emergency environment.

Proven experience of at least five years within or in liaison with international organizations involved in humanitarian aid, humanitarian coordination, disaster management, etc. is a major asset.

Good command of the context of the duty station would be an asset.

Previous experience with the UNS or INGOs in the duty station is an asset.

Languages

  • Perfect command of French;
  • Ability to write and speak English.
  • Knowledge of local languages
