- Role and responsibilities
The purpose of the HSS Officer position is to be responsible for the daily implementation of security.
General responsibilities:
- Analyzes the context and its developments, develops a network that can facilitate NRC operations.
- Accompany/support programmatic teams in their field deployments and provide the security support necessary for the mission.
- Liaison with local authorities and stakeholders during field deployments and mobilizes its network to ensure security and access to NRC activities
- Ensures adherence of all staff to NRC policies, manuals and guidelines. Works to promote ownership and compliance with these procedures.
- Implements the security functions delegated to him in accordance with the action plan.
- Writes reports as requested by supervisor or management.
- Encourages and is a source of proposals to promote the improvement of safety.
- Ensures proper archiving of documents and maintenance of all key documents.
- Support the HSS department in staff training and provide support to areas when needed
Specific responsibilities:
- Conducts security and risk assessments, and participates in the production of security analysis reports.
- Evaluates the infrastructures used by the emergency team and proposes solutions so that they approach the norms and standards of the organization
- Develops and maintains a network of contacts of various types in the areas of intervention
- Sets up the area’s communication tree and ensures that staff are trained on the use of the tool.
- Organizes safety briefings for new employees and for day laborers in intervention areas.
- Trains employees and ensures compliance with the security policy, security plan, contingency plans, standard security procedures, etc.
- Participates in the validation of movements in collaboration with the Area Manager and the HSS Manager.
- Monitors the security, social and political context of the area.
- Produces a security report with analysis and mapping and ensures the production of security incident reports.
- Liaises with sub-offices for security related aspects.

- In-depth knowledge of the Ituri context.
- Knowledge of key players, network of contacts established in these areas, ease of creating a network.
- Technical knowledge in security management, with proven experience.
- Mastery of Excel, Word, Outlook, Power Point and cartography software (Google earth or Umap or My maps).
- Fluent in oral and written French, Swahili and local languages of Ituri
- Ability to analyze, write and summarize reports.
- Mastery of spelling and grammar.
- Oral communication skills.
- Ability to manage critical incidents with management, and to provide support in the event of crisis management.
