RESPONSIBILITIES AND SPECIFIC TASKS.
– Maintain all IRC radio communications materials and equipment operational 24 hours a day, 7 days a week, including base stations, HF and VHF mobile stations, as well as VHF handhelds;
– Complete the radio logbook based on daily movements made and report to HASO in the event of a significant event or security incident.
– Be the focal point in monitoring movements on the ground in the Ituri area.
– Coordinate communications appropriately in the event of emergency measures such as evacuation, hibernation or Medevac.
– Carry out night and weekend on-call duty during dangerous situations requiring regular radio monitoring of staff.
– Respect and enforce the radio communication protocol established by the IRC.
– Ensure permanent monitoring of teams in the field and vehicles according to internal rules and guidelines, using the tools made available;
– Manage the flow of information regarding security matters proactively, sharing it promptly with the security officer;
– Regularly inform management of movements in the field, by establishing a daily report from the teams in the field to send to the security officer with a copy to the field coordinator;
– Update the coding of IRC project implementation sites. This coding includes the names of the major centers located along the route from the office (IRC base) to the sites. Initiate field personnel in the use of and compliance with this coding.
Installation and maintenance
· Be able to carry out small maintenance and install HF and VHF radio systems as well as their components in IRC bases and vehicles;
· Program the VHF/HF and SAT-phone radio equipment of the IRC office bases, mobile bases and portable ones;
· Provide communications equipment to field teams as needed based on assignment sheets signed by users
· Take an inventory of the materials made available to you on a monthly basis and report to your supervisor with a copy of the supply chain
Briefing and training
· With the support of the security officer/manager, help train and retrain other members of IRC Ituri staff on the use of HF, VHF and SAT-phone radio communication equipment and on appropriate and effective communication methods .
· Brief new staff on the IRC’s radio communication policy and teach them how to use HF, VHF and SAT-Phone communication equipment.
Security and safety
In this role, you will be the non-dedicated security focal point for the Bunia office. So, you will have as tasks:
· Assist the security and access officer to conduct risk analyzes in collaboration with the program and support teams of the Bunia office.
· Organize security briefings/orientations for visitors as well as new staff in the event that the area security officer is unable to attend.
· Report security incidents to the area security officer for analysis.
· Develop and maintain professional relationships with key security stakeholders at the site level.
· Report any significant information to the area security officer for analysis.
Responsible for planning ground movements, completing the movement planning and sharing with the area security officer
Qualifications
· Have at least training and/or knowledge as a VHF and HF radio and SAT-Phone technician
· Be efficient, quick-witted, concise and precise in the application of all tasks.
· Demonstrate initiative, quick judgment and be willing to submit ideas to improve the organization’s communications systems.
· Demonstrate exemplary professionalism.
Indispensable
· 1 year of successful experience in a similar position with a strong field radio telecommunications component;
· Strong analytical, report writing and teamwork skills;
· Past experience working in a hostile/unsafe environment
· Mastery of oral and written French; mastery of Swahili and other Ituri languages; basic knowledge of English is an asset;
· Knowledge of IT (computer: Word, Excel, Outlook), telecommunications: HF, VHF and SAT-phone;
· Great flexibility and integrity;
· Ability to work independently with less supervision, sense of organization and rigor;
