JOB PURPOSE

The GIS expert will report to the Deputy Country Director of the Country Office, with the technical lead of the Head of RAM, the Logistics Cluster Coordinator and the Food security Cluster Coordinator. The GIS consultant will gather data and update georeferenced information to ensure that WFP has detailed cartography as well as spatial and data analyses of the areas of interest in order to support the humanitarian response in Venezuela.

KEY ACCOUNTABILITIES (not all-inclusive)

25% of the time – support the country office GIS structure in coordination with Programme-RAM, Supply Chain and TEC units, amongst others:
▪ Develop the GIS data hub and dashboards that acts as knowledge repository and information management system for the Venezuela country office, based on unit and supervisor requirements, establishing standard operating procedures (SOP), tools, users and trainings.
▪ Set up the maintenance and update of the data hub, with alternates trained for its management.
▪ Contribute and support various WFP assessments with map products and dashboards as required.

▪ Produce high quality mapping products and infographics to support WFP Units for key decision makers, operations and donor reports.
▪ Provide technical support to country office staff, field offices, government counterparts, NGO and other partners, as required.
▪ Other tasks as assigned by the designated supervisor(s).

25% of the time – support the RAM unit capacity strengthening in GIS:
▪ Maintain a working library of spatial data and metadata produced for the country office support in sharepoint/teams for the team’s usage, including the GIS datasets for RAM Spatial Data Infrastructure. Train unit staff in managing these datasets.
▪ Lead and provide technical assistance during the mapping process of distribution points for operational needs. Train unit staff in leading this exercise.
▪ Develop national knowledge and capacity transfer in GIS and related tools of staff within the RAM unit.

25% of the time – support the Logistics Cluster GIS requirements:
▪ Produce high quality mapping products and infographics to support the clusters and partner agencies (i.e., maps featuring road networks, implementation areas and other variables) for key decision makers, information management and donor reports.
▪ Provide technical support to the GIS structure of the Cluster.

25% of the time – support the Food Security Cluster GIS requirements:
▪ Produce high quality mapping products and infographics to support the clusters and partner agencies (i.e., maps featuring road networks, implementation areas and other variables) for key decision makers, information management and donor reports.
▪ Provide technical support to the GIS structure of the Cluster.

STANDARD MINIMUM QUALIFICATIONS

Education: Relevant qualification in GIS, Statistics, Data Science, Geography, Economics and Food security related social sciences. Completion of specialised training in quantitative analysis and data management is an added advantage.
Experience: 2-3 years’ proven experience in data analysis management, skills in SQL, GIS Mapping software (ArcGIS, QGIS), Statistical analysis package (SPSS, R, Python etc), desktop publishing software such as Illustrator, Ms Publisher and report writing skills.
Languages: Fluency (level C) in English and Spanish is required.
