ACCOUNTABILITIES/RESPONSIBILITIES:
It is within this background that WFP Senegal is seeking to recruit a Programme Policy Officer for the coordination of its Rural Resilience activities.
- Oversee the implementation, monitoring, and evaluation of the project: Maintaining and monitoring project plans, project schedules, work hours, budgets and expenditures, project activities, ensuring its quality, efficiency, and effectiveness, according to WFP standards, methodologies, and procedures.
- Supervise four staff directly, and coordinate with RAM the supervision of the SO3 M&E Officer
- Supervise day-to-day implementation of the programme including operational and financial execution, awareness raising on program objectives and procedures, interaction with programme stakeholders (such as Government and other WFP partners, as well as within WFP units) and coordination with on-going programmes.
- Design and implement agricultural input and output market access interventions targeting smallholder farmers, such as linkages with Home Grown School Feeding together with the Head of School Feeding Unit; and support integration of resilience SAMS and food systems activities by ensuring synergies between various components of resilience (R4 climate-risk management; livelihoods;)
- Supply chain support to ensure market access for the surplus produced by smallholders. And ensure financial inclusion of young women and women led MSMEs as well as firms that employ young people, helping to make best use of the opportunities given, both on and off-farms.
- Set-up and follow up data gathering and monitoring systems ensuring that rigorous quality standards are maintained. Includes research and analysis of policy and operational issues to support activities, as well as carry out frequent field missions to targeted districts and assess programme outputs; and draft regular monitoring report on status of implementation and progress and contribute to the data analysis.
- Assess project risks and issues and provide solutions where applicable
- Ensure the programme remains compliant with all WFP policies and procedures.
- Contribute to the preparation of accurate and timely reporting to different stakeholders (management, donors, and partners);
- Contribute to evidence-based decision making on programme design and implementation, through making monitoring and evaluations findings accessible, developing innovative, user-friendly and informative digital products.
External coordination and partnerships for resilience
- Organizing, attending and participating in stakeholder meetings.
- Responsible for coordinating with counterparts (cooperating partners, local governments, etc.), and with Mastercard Foundation Agrilead based in Senegal and hold monthly Country Working Group Meetings.
- Cooperating partnership management: Support the identification, development and management of potential partnerships.
Cross-cutting enablers (Youth and Gender)
- Support WFP in promoting increased value chain employment opportunities for youth ;
- Support implementation of innovative value chain approaches that increase the participation of young smallholder farmers in local, and regional trade flows.
- Identify value chain gaps and strengthen the capacity of young men and young women to address them.

Perform other functions that, within their specialty, are required.
Required Qualifications
- Advanced university degree or university degree with experience and advanced courses/training in one or more of the following disciplines: economics, agriculture, environmental sciences, social sciences, development studies.
- At least five years of postgraduate progressively responsible professional experience in coordination of complex resilience projects, emergency assistance, and/or operational aspects of national, bilateral, or multilateral food aid or commercial transactions.
- Excellent written and spoken French and English language skills, with the ability to facilitate workshops, negotiate agreements, and write publishable reports in French and English.
- Skills and experience in financial analysis, capacity in budget monitoring, reporting, monitoring and evaluation.
- The incumbent must also possess good experience in participatory approaches and management of agricultural/rural development projects, including “Food for Assets”.
- In-depth understanding of food security vulnerability and ability to link analysis to programme design, in the context of WFP programmes.
- Excellent work planning and project management skills ideally demonstrated in a WFP context.
- Excellent ability to coordinate across multiple units and organizations.
- Training and/or experience utilizing computers, including word processing, spreadsheet and other standard WFP software packages and systems.
- General knowledge of UN system policies, rules, regulations and procedures governing administration.
